Description

This is a notice of intent to negotiate with Rockwell Collins, Incorporated, Government Services (RCGS) division, 400 Collins Road NE, Cedar Rapids, IA 52498 on an other than full and open competitive basis for the procurement CDU-7000 software modification services. The Naval Air Systems Command has a requirement to modify the Flight Management System (FMS) software (CDU-7000) during the Installation Phase of the Communication, Navigation, Surveillance/Air Traffic Management (CNS/ATM) Program for the P-3/EP-3 aircraft in order to comply with the requirements detailed in the International Civil Aviation Organization (ICAO), Federal Aviation Administration (FAA), and Civil Aviation Authorities’ (CAA) Air Traffic Management (ATM) publications. RCGS is original equipment manufacturer of the CDU-7000 and retains proprietary data rights to the software. As a result, this requirement will be negotiated in accordance with FAR 6.302-1, only responsible source and no other supplies or services will satisfy agency requirements. Note 22 applies.
