Description
The United States Department of Agriculture, Rural Development, intends to negotiate on a sole source basis with Calence, Inc., Tempe AZ, to provide the professional services required for application development of the VoiceOverIP Telephony System located in St. Louis, MO. The recently installed Cisco VoIP telephony system requires additional application development, providing complex changes to the VoIP infrastructure including the Cisco dialer, Cisco Interactive Voice Response (IVR), WebView reporting, IP Contact Center (IPCC), Cisco Unity Voice Mail, Witness eQuality Balance and Intelligent Contact Management (ICM) call flows. These changes are mandated to be completed by September 30, 2004 and will facilitate the completion of the migration of the Centralized Servicing Center staff to the VoIP technology. Calence is the only service provider that has experience and expertise in our unique environment to provide the necessary development and technical services and meet the stringent time requirements. Calence maintains the high level of certification required on the Cisco VoIP platform installed at the Rural Development, St Louis facility. No solicitation is available. The proposed contract action is for services for which the Government intends to solicit only one source under the authority of FAR 6.302-1. This notice is not a request for competitive proposals, solicitation is not available. Interested parties must submit evidence to allow this office to evaluate the possiblity the firm could submit a valid proposal. The determination to open competition is solely within the discretion of the Government. All responses must be received within 15 days of publication of this notice.
