- Description
- The U.S. Department of Health and Human Services, Substance Abuse and Mental Health Services Administration , Division of Pharmacologic Therapies (DPT) through the Program Support Center, plans to award a 12-month sole source simplified acquisition to Elsworth Dory 6101 Marlin Lane, Camp Springs, Maryland 20748. Under the SAMSHA regulation (42 CFR Part 8) compliance with narcotic treatment standard are monitored and enforced through a process of on-site surveys and inspections by accrediting bodies. Accreditation, along with additional information, serve as the basis by which SAMHSA will make the determination the opioid treatment services are provided by qualified individuals and that the OPT is in compliance with standards that address the medical use of opioid drugs. The specific objective of the procurement is to obtain expert consultation to Center for Substance Abuse Treatment(CSAT) to help assure the regulation of Opioid Treatment Program (OTP) is consistent with the experience from past. DPT seeks assistance in facilitating implementation of new regulations that address the transfer of duties from FDA to SAMHSA. The intended source Elsworth Dory is uniquely qualified and recognized as a primary authority on OTPs and opioid treatment by the State and Federal agencies. As such, he is the only source qualified for this project. THE PROPOSED SIMPLIFIED ACQUISITION ACTION IS FOR SUPPLIES AND SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER AUTHORITY OF FAR 6.302. INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS WITHIN 10 DAYS AFTER THE DATE OF PUBLICATION OF THE NOTICE. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED SIMPLIFIED ACQUISITIONS BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT.
