Description
The Department of Transportation, Federal Railroad Administration (FRA), Office of Safety has a requirement to acquire contractor services to conduct a cost benefit analysis of Electronically Controlled Pneumatic (ECP) Brake systems for freight service. Both business and safety benefits shall be analyzed. As a result of this analysis, the most effective implementation strategy of ECP brake system freight operations in the United States must be determined. The assessment of reliability of systems will be compared based on component failure rates determined for both existing pneumatic and ECP brake systems. This study will differ from previous studies by more precise quantification of the business and safety benefits and determination of the most cost effective implementation strategy. The NAICS code is 541690. We intend to award a fixed price contract not to exceed twenty-four (24) months. The Request for Proposal (RFP) and any other associated documents will only be available on the Federal Business Opportunities (FedBizOpps) posting system at http://www.fedbizopps.gov. It is the offerors responsibility to monitor the Internet site for the release of the solicitation, amendments or any associated documents relating to this requirement. Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). Request for paper copies of the RFP will not be accepted. The estimated date for release of the solicitation is on or about May 28, 2004. The anticipated due date for proposals is June 29, 2004. All responsible sources may submit a proposal that shall be considered by the agency. FRA will conduct a pre-proposal conference during the month of June for interested parties to discuss this requirement.
