- Description
- The Department of Defense, TRICARE Management Activity is in the process of planning for the TRICARE Health Care Technology Assessment reprocurement. For DoD?s purposes, technology assessments include: recommendations which identify the clinical advantages and disadvantages of the technology; opinions of the general medical community and national professional organizations and professional practice norms; a synthesis of published refereed medical literature, which assesses the value of technology, to include comparison of the new and/or existing technology with alternative modalities; identification of populations and appropriate care settings which may or may not benefit from the technology; consideration of safety and effectiveness of the technology; average cost per procedure. Also for issues concerning pharmaceutical and/or medical devices, Food and Drug Administration (FDA) approval date is required, including the FDA specific labeled indications, when appropriate; an outline of current Centers for Medicare and Medicaid (CMS) policy and two to three other insurers coverage policies on the technology being reviewed; bibliography and copies of articles referenced in the bibliography. The DoD also plans to procure Research Assistance. For DoD purposes this Research Assistance would include DoD submission of a specific topic and questions for quick turnaround responses. Within 5-7 days, the contractor conducts a literature search, screens out literature that does not meet TRICARE?s Hierarchy of Reliable Evidence and submits a letter by fax or email that includes a description of the technology under review; FDA approval date and labeled indications, if applicable; list of relevant citations that meet TRICARE Hierarchy of Reliable Evidence and copies of the referenced literature. This is not a Request for Proposal (RFP). This is a Market Survey in accordance with Federal Acquisition Regulation Part 10. DoD does not intend to award a contract on the basis of the survey submitted in response to the market analysis nor pay for costs associated with responses received.
