- THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY TO PRE-QUALIFY VENDORS. THERE IS NOT A SOLICITATION AVAILABLE AT THIS TIME. THIS IS NOT A FORMAL REQUEST FOR PROPOSAL. The United States Secretary of the Senate (the Secretary) is seeking qualified sources for multiple award of Indefinite Delivery/Indefinite Quantity (ID/IQ) contracts to develop several multimedia presentations for posting on the Senate web site. These presentations will enhance the user experience and provide an exceptional educational experience. Development assistance is sought to create web-based multimedia presentations on the following subjects: the political cartoons of Puck; Lily Spandorf drawings of the making of the movie Advise and Consent; the papers of Issac Bassett; the Senate Desks; and a revision of the current virtual tour of the Capitol. Each presentation is a separate and unique undertaking and will be awarded on a task-order basis. The Secretary has estimated that the individual tasks may range from $5,000 to $20,000. GENERAL TECHNICAL REQUIREMENTS 1) All pieces will be 800 x 600 pixels. Existing graphics may need to be redesigned to fit. 2) Video segments will be streamed from a U.S. Senate provided video server. 3) Concept and functionality must be approved by the U.S. Senate prior to the building of Flash applications, or any other type of multimedia presentation. 4) In those cases where original presentations are being converted to web-based technology, pieces will remain conceptually similar to their original form. 5) Where needed, the U.S. Senate will provide suitable artwork in digital form. 6) The "target machine" will be a Pentium 4 with 256MB of RAM and 24 bit color. Qualified sources shall demonstrate their ability to perform the following Task 001 in their responses to this notice: Task 001 TAKE THE PUCK CHALLENGE. Several years ago, the Office of Senate Curator developed an interactive computer exhibit based on the Senate-related political cartoons that appeared in the 19th-century satirical magazine Puck. The interactive exhibit, the ?Puck challenge,? used puzzles, quizzes, and graphic activities to familiarize the audience with Puck cartoons and the events they satirized. The exhibit used touch screen technology and was developed in Macromedia Director for display in a Kiosk in the Capitol. Development assistance is being sought to convert the original Director presentation into a web-presentable format (e.g., Flash, Shockwave, or other suggested formats) for posting on www.senate.gov. The original presentation and all the accompanying graphical elements will be made available to the selected contractor. Suggestions for improvements or enhancements to the original design and functionality will be welcomed. Responses to this sources sought request are due to the POC no later than June 11, 2004 at 12:00 Noon EDT. Responses must include a brief technical proposal addressing the sample Task 001 and a cost proposal to include the estimated cost to perform the sample task and hourly rates for staff for use in the ID/IQ contract. To respond you must also provide the following: 1) General Information about your firm * Company Name: * Address: * Point of Contact Telephone Number E-mail address * GSA Schedule Number (if applicable) * DUNS Number * Tax ID Number; 2) A statement indicating an interest and a description of the capability to perform the tasks; 3) A statement of relevant experience; and 4) Five past performance references for similar tasks with a contact name, title, and phone number and a brief synopsis of the services provided by the Contractor. The past performance must demonstrate your firm?s ability to provide the required services to perform Task 001 and similar projects. The response should not exceed twenty (20) pages. Qualified sources must provide their responses via e-mail to Acquisitions@saa.senate.gov. Sources responding to this notice and deemed qualified by the Secretary will be awarded IDIQ contract. The Secretary will issue Task 001 under one of the contracts. The subject line of the email message should be ?2004-S-055 Multimedia Services?. If suitable responses are received from qualified sources, the Secretary anticipates award of a contract or contracts in July 2004.
