- Description
- The Program Support Center intends to award a sole source contract to United Concordia Companies Incorporated (UCCI) for dental claims processing, adjudication, and payment services of active duty Public Health Service Commissioned Corps Officers, the National Oceanic and Atmospheric Administration Officers, and Wage Mariners. The Contractor shall operate a call center which will provide benefit, enrollment, and provider information and respond to written inquiries. The performance period for the intended contract shall be a two-year base period and three 12-month options periods. UCCI serves more than six million members worldwide, covers 1.6 million military dependents as the selected dental carrier for TRICARE, has more than 30 years of dental insurance experience, manages nearly $1 billion in dental premiums, and is endorsed by the American Hospital Association. UCCI has developed some of the largest networks in the country including: Advantage Plus; Concordia Advantage; and Concordia, Plus. UCCI has a commitment to customer service results including a SPIRIT call tracking system that documents 100% of all inquiries, and ULTRA Utilization Review System to help to control the benefits costs. UUCI has quick online access to benefit and provider information including My Dental Benefits–interative member website for eligibility data, claim status, ID card requests; Group Query–online maintenance and inquiry for group administrators; Express Claim–Direct claim submission for providers with immediate, real-time, results, UCCI has specialized capabilities including active fraud prevention and utilization management program. UCCI has also undergone a series of Privacy and HIPAA compliance audits and meets all DoD privacy and security standards. UCCI meets utilizations review report requirements and its network providers are credentialized. Finally, UCCI provided comparable market research documentation which assisted in the streamlined competition study of the in-house dental claims processing functions of the Program Support Center, Human Resource Services, Medical Affairs Branch, Beneficiary Medical Program. The Government intends to solicit and negotiate with only one source in accordance with FAR 6.302. It is believed that UCCI possesses the capability and is uniquely qualified to perform this requirement as stated above.
