Description
THIS SOLICITATION IS UNRESTRICTED, OPEN TO BOTH LARGE AND SMALL BUSINESS PARTICIPATION. A scheduled site visit is proposed at the Construction site on 24 June 2004 at 10:00 a.m. All Contractors interested in attending this scheduled site visit must contact the Ellsworth AFB Resident Office (CENWO-CD-BH-E), Bruce Anderson, U.S. Army Corps of Engineers, P.O. Box 669, Box Elder, South Dakota 57719, Telephone: (605) 923-2983 or Fax: (605) 923-2558 minimum 5 work days in advance of the scheduled site vis it to coordinate access to the base. DO NOT submit requests for plans and specifications to the site visit personnel listed above. The work will include the following: (Approx. quantities) Project Description: Construction of a new 2 story 30,000 SF Weapons System Trainer. This new facility includes reinforced concrete foundation and floor slab, reinforced masonry bearing walls with brick veneer, standing seam metal roof system, utilities (600 feet of water sup ply and distribution, 840 feet gas supply and distribution, 600 feet sanitary sewer and landscape irrigation), parking area for 50 privately-owned and visitor vehicles, 500 lineal feet of Asphalt access road w/ concrete curb and gutter, turf and landscapin g, 1200 feet of FE-6 chain-link fence, Bldg HVAC with temperature controls, fire detection and alarm system, wet-pipe fire sprinkler system, exterior electrical power distribution, interior electrical power and lighting, building lightning protection, buil ding force protection, and all other necessary support. Proposal Evaluation: Award of this project will be based on the best value approach considering technical evaluation factors and price. An adjectival method of evaluation will be used to evaluate th e technical evaluation factors. The technical evaluations factors include: Construction Experience; Past Performance, Construction; Construction Personnel; Project Management Plan; and Small Business Information. Price will be subjectively evaluated con sidering Best Value and Realism. The estimated construction cost of this project is between $5,000,000 and $10,000,000. Contractor's Quality Control will be a requirement in this contract. Large business concerns submitting proposals for services exceeding $500,000 or for construction exceeding $1,000,000, shall comply with Federal Acquisition Regulation 52.219-9 regarding the requirement for a subcontracting plan. The U.S. Army corps of Engineers considers the following goals reasonable and achievable for fiscal year 2004: (a) Small Business: 57.2% of planned subcontracting dollars, (b) Small Disadvantage Business: 8.9% of planned subcontracting dollars, (c) Women Owned Small Business: 8.1% of planned subcontracting dollars, (d) Service Disabled Veterans: 3.0% of planned subcontracting dollars, (e) Hubzones: 3.0% of planned subcontracting dollars. The Contractor will be req uired to commence work within 10 days after notice to proceed and complete the work 540 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Perf ormance and payment bonds will be required. Bonding documents including the power of attorney shall bear an original signature by an officer of the surety. The plans and specifications are available on Compact Disk (CD-ROM) and will be provided free of ch arge. It has been determined that the number of Compact Disks be limited to one (1) per firm. Plans and Specifications will not be provided in a printed hard copy format. Contractors may view and/or download the basic project from the Internet at the foll owing Internet address: http://ebs-nwo.wes.army.mil/ Ordering of solicitation plans and specifications on CD-ROM shall be by registering on the Omaha District website: http://ebs-nwo.wes.army.mil/. If any of the information changes during the advertisement period, you must make changes through the Omaha District web address. Failure to provide the above information and any changes may cause a delay in receiving the solicitation CD-ROM and amendments.
