Description

The project, located in Barnegat Bay, NJ, consists of providing all labor, equipment, and material necessary to dredge approximately 125,000 CY of material from Double Creek Channel and use the material to partially fill a dredged hole located on the bay side in the vicinity of Harvey Cedars, Barnegat Bay, Ocean County, New Jersey. The depth of the hole will be decreased from –36 feet NAVD to –18 feet NAVD and mounds will be created, thereby improving the water quality, increasing fish usag e, and enhancing the benthic community in the hole. Surveys will be conducted during the material placement to ensure that the desired relief is obtained. Turbidity will be controlled by the use of turbidity curtains. Mobilization activities may not com mence any earlier than September 16, 2004. Actual dredging may not commence until 16 October 2004 and end no later than 31 December 2004. Demobilization activities must be completed no later than 02 February 2005. The NAICS Code for this project is 237 990 and the small business size standard is $17.0. To be considered small for purposes of this procurement, a firm must perform at least 40 percent of the volume dredged with its own equipment or equipment owned by another small dredging concern. Estimat ed range of the project is $1,000,000.00 to $5,000,000.00. Issue date for this solicitation is on or about June 08, 2004 with bid opening date scheduled for on or about July 8, 2004 at 11: 00 am. This procurement is 100% unrestricted. Solicitation docume nts will be available for downloading from the Internet at the following address: https://ebs.nap.usace.army.mil on or after issue date of the solicitation. The official media of distribution for this solicitation is Web-Only. No written or faxed request s will be accepted. Interested contractors should register on the web page. Failure to make chang es in their user profile may cause a delay in receiving notification of the solicitation and amendments. Bidders are responsible for printing paper copies of the solicitation. All amendments to this solicitation will be posted to the Internet at the above address. Hard copies of the amendment will not be furnished. The contractor must be registered in the DODs Central Contractor Registration database as req uired by DFARS 204.7300 and comply with Vets 100 annual reporting as required by FAR 22.1310(b) prior to award. Instructions will be included in the solicitation package. Liquidated Damages will be specified. Davis Bacon rates will be applicable and insu rance and bonding is required.
