Description

The Fisheries Sampling Branch of the Fisheries and Ecosystems Monitoring and Analysis Division of the Northeast Fisheries Science Center (NEFSC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS) has a requirement to perform biological analysis and assessment of commercial sea sampling data collected during 2001-2004 commercial fisheries trips. The proposed contract involves detailed statistical analysis of commercial sea sampling data to assess precision of estimates and the implications for the design and implementation of NEFSC sea sampling programs. It further involves an analysis of the precision of by-catch estimates in the context of inputs to stock assessment models. The Contractor shall provide analyses of the adequacy of commercial sea sampling for by-catch, make recommendations concerning by-catch sampling design and strategies to optimize precision for fixed costs, and evaluate the effect of variance in by-catch estimates in the context of other sources of variance in stock assessments. The period of performance shall be 12 months from the date of contract award. To be eligible for award, offerors must be registered with the Central Contractor Registration (CCR): www.ccr.gov and obtain a DUNS number by calling 1-800-333-0505. All responsible sources may submit an offer that will be considered by the agency. A copy of the solicitation is attached to this announcement as a downloadable Word file. For those offerors who are unable to download the solicitation, a hard copy of the solicitation will only be provided in response to a written or faxed request received directly from the requestor. Telephone requests will not be honored. Requests for hard copies of the solicitation may be faxed to (757) 441-3786. Offers received by May 28, 2004 will be considered for award. Faxed copies of offers of 10 sheets or less will be accepted; however, the Government will not be responsible for malfunctions incurred during the submittal of faxed offers.
