- Telecommunications Advisor ISSUANCE DATE: 05/18/04 CLOSING DATE: 06/17/04 SOLICITATION NUMBER: PSC-04-031 (INL) Gentlemen/Ladies: SUBJECT: Solicitation for Personal Services Contractor (PSC), Department of State, Bureau for International Narcotics and Law Enforcement Affairs. The United States Government, represented by the Department of State, is seeking proposals (Standard Form 171's or OF 612’s) from U.S. citizens interested in providing the PSC services described in the attached. Submissions shall be in accordance with the attached information at the place and time specified. PERIOD OF PERFORMANCE: July 2004-July 2005 7. PLACE OF PERFORMANCE: Washington, DC 8. JOB DESCRIPTION: See below I. STATEMENT OF DUTIES A.1. GENERAL STATEMENT OF PURPOSE OF THE CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR The contractor shall serve as Telecommunications Advisor in the Bureau for International Narcotics and Law Enforcement Affairs, Office of Management Systems. The incumbent will telecommute and receive assignment as required. The estimated requirement is 240 hours per year. He/she may also be required to travel. 2. SCOPE OF WORK The contractor shall: -- Provide technical professional guidance and assistance in the telecommunications field including but not limited to: advice on systems design, on-site assistance in operations maintenance, and installation of telecommunications equipment. Provide on-site training, as required, to develop host-country capability to utilize and maintain provided telecommunications equipment. Evaluate equipment provided to determine suitability and, as necessary, provide guidance and assistance in modifications to ensure equipment provided fits the needs of specific countries and programs. Prepare and issue instructions and/or guidelines for operation, maintenance and repair of telecommunications equipment provided. -- Prepare performance or design specifications and procurement documents for acquisition of telecommunications equipment. Maintain close liaison with manufacturers and their representatives to ensure development of appropriate specifications to fit the needs of specific programs and countries. -- Serve as electronic/communications advisor for Latin American programs and consultant to the Management Systems Division on all matters relating to narcotics law enforcement communications, video production, and video as a medium for narcotics training. In performance as telecommunications specialist under this contract, the incumbent's duties include, but are not limited to, the following: a. Provide on-site technical advisory assistance, review, and evaluation of telecommunications and video requests to determine practicability, suitability and need for the commodities. Prepare and/or edit specifications for telecommunications-related commodities to be procured. b. Conduct on-site review and training, as required, to assist host country narcotics-related elements in the development of total self-sufficiency in the area of telecommunication and electronics, to include management, training, operations, repairs and maintenance, installations, modifications implementation and logistical support. c. Provide telecommunications and electronics advisory assistance in the development of project agreements, as they relate to International Narcotics Control (INC) projects. d. Prepare specifications and procurement documents for all telecommunications and electronics commodities in support of country programs. II. Minimum Qualifications: --Federal Communications Commission General Radio Communications License --Ten years of work experience in VHF, UHF, and HF land mobile communications planning, system design, procurement, installation, maintenance, repairs, operations, establishment of training programs and conducting training. --Formal electronics and communications training at technical school or military training facilities. --Ability to pass a Department of State security clearance at the Top Secret level. III. Evaluation Criteria: Factor 1: Offeror's work experience in the area of land mobile communications with special emphasis in the areas of VHF-AM, VHF-HM, HF-SSB communications systems and equipment. Special expertise on secure communications systems (Motorola VHF and UHF DVP/DVP-XL and Technical Communications Corporation HF-SSB encryption equipment) and Motorola and Datron World Communications (Transworld) communications equipment is considered a major asset. (35 points) Factor 2: Offeror's overall formal electronics and communications education level and areas of special training and expertise. (30 points) Factor 3: Past performance interfacing with associates and project counterparts. Past performance with Latin American projects is considered a major asset. Spanish at the Foreign Service Institute S-3/R-3 level. (20 points) Factor 4: Offeror's demonstrated ability to be a self starter in planning and carrying out assigned activities, preparing written activity reports and submitting them on a timely basis. (15 points) IV. COMPENSATION: Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry-level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant’s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. VI.
