- Description
- The U. S. Coast Guard Engineering Logistics Center (ELC) has a requirement for Ship Service Diesel Generator Sets for the 110? WPB Vessels. The generators shall meet the requirements contained in Coast Guard Specification #P-300-0434 which will be available with quotation package. Contract Guidance drawings will also be available for assistance in the development of designs, arrangements and features of the design. The contractor shall provide a shipset (1 port and 1 starboard) marine grade, paralleling and load sharing Ship Service Generators (SSDG) for the 110? WPB Cutters. The entire SSDG shall comply with IEEE-STD-45 and 46, Subchapter J. Each diesel generator shall be 450 Vac Three-Phase, non-reversible self-contained marine diesel with individually replaceable cylinder liners and shall include a separately mounted muffler . The SSDG engines shall be identical make and model to each other, except for placement of controls and external components. The SSDG model shall be a current production model and operated in commercial marine, naval service, or U. S. Government marine service for at least six months. Diesel generators shall be capable of operation under the environmental conditions described in 40 CFR 94-8, Tier 2. The rated power shall be attained under the following conditions: Atmospheric press: 100.7kPa, Air inlet temperature: 30 degrees C, Exhaust system back pressure: 3.4kPA. Where engine ratings require adjustments for inlet conditions, the formulas of ISO 3046/1 section 10 shall be used. The contractor shall provide a terminal block and connectors to interface the alarms, gauges, governor and load sharing controls to vessel equipment. Each SSDG shall be rated at a minimum of 125 kW at full continuous load and must operate @ 10% overload for 2 hours. Engines shall be certified by the manufacturer to be in compliance with 40 CFR 94.8, Tier 2. Complete specification details on the SSDG will be provided in quotation package. Data for Provisioning (DFP) will also be required which includes drawings, commercial technical manuals, catalog data and product specification sheets, which form the minimum data to provision a system or piece of equipment. Examples of the DFP include, but are not limited to: certification data, name plate data, component characteristics data, commercial specification sheets, end item/component prices, manufacturer?s identification, part numbers, shelf life and special material/operating requirements. An Engineering Documentation Package (EDP) is also required to be submitted with quotation consisting of as a minimum documents and data necessary for the Coast Guard engineers to integrate the Contractor?s equipment into the design of Coast Guard vessels. Examples of EDP include, but are not limited to: hard copy paper drawings, electronic drawing files, commercial catalog sheets, off the shelf tech pubs, photographs, etc. A list of required spare parts, training and warranty will also be required. The resultant contract is to be a requirements contract with a base and four option years. The estimated quantity is 2 sets for the base year and 105 over the next 4 years. Delivery will be F.O.B. destination to the U. S. Coast Guard Engineering Logistics Center, 2401 Hawkins Point Road, Baltimore, MD 21226. Delivery shall be approximately 16 weeks or sooner after receipt of Delivery Order. All responsible sources may submit an offer, which shall be considered by the agency. The solicitation will be posted on FedBizOpps when issued. Contractors are encouraged to check FedBizOpps on a regular basis for the solicitation and any amendments. See Numbered Notes 12.
