Description
Reverting to Full and Open Competition due to anticipated insufficient small business. Description: The Portland VA Medical Center is seeking professional design services from an Architect-Engineering firm to develop schematic design, design development, construction drawings and specifications to use for construction, to include construction period services after construction contract award for Replacement of Exterior Skin at the Portland VA Medical Center. This project puts a new metal wall panel exterior skin over the existing ceramic tile skin on Bldg. 100 & 101. The existing ceramic veneer panel skin cannot be removed as the interior gypsum board is attached to the studs of the panel. The existing bull nose tile will have to be removed and the new metal wall panes attached to the existing panels. A new window detail will have to be created to allow for this. Design will include compliance with all applicable building codes and VA design standards. All construction drawings shall be provided on AutoCAD 2002 and specifications in Microsoft Word 2000. The NAICS code is 541310 with the small business size standard of $4M. Construction cost estimate is between 1,000,000 and 5,000,0000. Award will be made to the A/E judged by the VA to be the best qualified for the work. The following additional factors also apply: 1. Evaluation of knowledge of healthcare facilities and prior successful experience designing projects of the same/similar nature, size and cost; 2. Reputation and standing of firm and principal officers with respect to professional performance, general management and cooperativeness; 3. Record of significant claims against client because of improper or incomplete architectural and engineering services; 4. Past performance and capability on meeting schedules and mobilizing. Area of consideration is limited to a 50-mile radius from the Portland VA Medical Center, Portland, OR 97239. A Short list of qualified firms submitting SF 254 and SF 255 will be used to determine award. This is a Full and Open Competition. All interested, responsible, and qualified business firms within the geographical limitation desiring consideration shall submit three (3) copies of the SF 254 and SF 255 and other pertinent information to arrive no later than 3:00 pm on May 31, 2004 with cover letter of interest identifying RFP 648-58-04 to Portland VA Medical Center, attn: Ginny Rice (P4CONT), PO Box 1034, Portland, OR 97207.
