Description
On or about 8 June 2004, this office will issue an Invitation for Bids, W9128F-04-B-0011, for the construction of ADAL Fitness Center, Minot AFB, North Dakota. Bids will be received until 2:00 PM, CDT on 20 July 2004. This solicitation is UNRESTRIC TED, open to both large and small business participation. A site visit is scheduled for 23 June 2004, at 1300 hrs. Contractors interested in inspecting the site of the proposed work should contact the Minot AFB Resident Office, Minot Project Engineer, U. S. Army Corps of Engineers, c/o Base Post Office, Minot AFB, ND 58704 for mail and 209 Tanker Trail, Minot AFB, North Dakota 58704 for site inspection, Telephone: (701) 727 6127. FAX (701) 727 6128. DO NOT submit requests for plans and specifications to th e site visit personnel listed above. See - Ordering - below. The work will include the following: (Approx. quantities). The proposed plan would demolish the existing large gym (1422 SM) and construct a new multipurpose gymnasium with two basketball cour ts, group exercise area, elevated running track, mechanical space, new main entrance and circulation corridor, administration suite, reception area, public toilets, juice bar, storage, and cardio training. Reconfigure and renovate the existing admin, card iovascular, locker rooms, and one racquetball court into HAWC, administration storage, and mechanical space resistance training, cardiovascular, group exercise, child play, storage, and circulation areas. Reconfigure and renovate the existing small gym int o mens and womens locker rooms, DV locker rooms, and mechanical mezzanine. Existing free weights, field house, and three racquetball courts will require minimal alterations. Replace lighting, electrical, and HVAC systems in existing facility. Update sel ected finishes in existing facility. Install new lay-in ceiling with fluorescent lighting, fire suppression system, and new HVAC throughout facility. The estimated construction cost of this project is between $7,500,000 and $10,000,000. Contractor's Qua lity Control will be a requirement in this contract. Large business concerns submitting bids for services exceeding $500,000 or for construction exceeding $1,000,000, shall comply with Federal Acquisition Regulation 52.219-9 regarding the requirement for a subcontracting plan. The U.S. Army Corps of Engineers considers the following goals reasonable and achievable for fiscal year 2004: (a) Small Business: 57.2% of planned subcontracting dollars. (b) Small Disadvantaged Business: 10.0% of planned subcontra cting dollars*. (c) Women Owned Small Business: 10.0% of planned subcontracting dollars*. (d) Service-Disabled Veterans: 3.0% of planned subcontracting dollars*. (e) Hubzones: 3.0% of planned subcontracting dollars*. (f) Veteran Owned Small Businesses: 3.0 % of planned subcontracting dollars*. (g) Historically Black Colleges/ Minority Institutions 12.0% of planned subcontracting dollars. *- Small business concerns owned and controlled by. The Contractor will be required to commence work within 10 days and c omplete the work within 540 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages applied in case of failure to complete the work in the time allowed by the contract. Bid Bond, Performance and Payment bonds w ill be required. Bonding documents including the power of attorney shall bear an original signature by an officer of the surety. The plans and specifications are available on Compact Disk (CD-ROM) and will be provided free of charge, mailed the next busi ness day after registration. The Government has determined that the number of Compact Disks is limited to one (1) CD per firm. Plans and Specifications will not be provided in a printed hard copy format. Contractors may view and/or download this project from the Internet at the following Internet address: http://ebs-nwo.wes.army.mil/. Ordering of plans and specifications on CD-ROM shall be accomplished by reg istering on the Omaha District website: http://ebs-nwo.wes.army.mil/. To register on the Omaha District website, go to the Solicitation Registration section of the synopsis and click on the link for Registering. A userid and password will be requested, a ssigned by the registering firm. Loss of the userid or pass word will not allow changes to be made to the information supplied by the registering firm. If any of the firm input registration information changes during the advertisement period, firms who r egister on the web page must make changes through the Omaha District web address. Failure to provide the above information and any changes made may cause a delay in receiving CD-ROM. Amendments will be posted ONLY on the web site, there will be no hardco py documents provided.
