Description
NAICS Code: 541620 The United States Environmental Protection Agency (Global Programs Division), under the authority of FAR Part 13, intends to award a sole source purchase order to Caleb Management Services, Ltd. for Technical Support in Facilitating the U.S. Phaseout of Ozone Depleting Substances (ODS) in Insulation Foam and Related Industry Sectors. The period of performance of this order will be one year from date of award. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). However, all responsible sources may submit a response which, if timely received, will be considered by the Agency. All interested parties must demonstrate 1) current knowledge and work experience with existing and emerging alternative foam blowing agents 2) thorough knowledge and understanding of the environmental, economic, and political issues surrounding the phaseout of ODS in insulation foam and related industry sectors, 3) extensive knowledge with the international decisions and policy related to foams, and 4) current leader roles and/or membership in the UNEP Foam Technical Options Committee (TOC) and the joint International Panel on Climate Change (IPCC), Montreal Protocol Technical and Economic Assessment Panel (TEAP) Special Report on flourinated gases. Responses must be received by June 3, 2004 to be considered timely. A determination by the Government not to complete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. NO SOLICITATION IS AVAILABLE. Information will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
