- Description
- The Centers for Medicare and Medicaid Services (CMS) intends to award on a sole source basis, under the Simplified Acquisition Procedures, a firm fixed price award to Levit Associates, 263 G Street, Carlisle, Pennsylvania 17013 for the ?National Health Accounts.? The purpose of this acquisition is to procure the services of a consultant to assist the Office of the Actuary (OACT) in carrying on essential work associated with the National Health Accounts. Ms. Levit?s has developed many methodologies to estimate health care costs and to answer questions key to policymaking. She has considerable knowledge and experience in many aspects of national health accounting and estimating spending by state. As OACT undergoes transition due to several recent retirements, Ms. Levit?s involvement is necessary to ensure the continued completion of several important ongoing projects. Her services will guarantee OACT?s continued success by assisting staff develop expertise in their new assignments, providing support for staff as they need it, and to address several important estimating activities that have been unfulfilled due to staffing shortage. Ms. Levit is uniquely qualified to support CMS? Office of the Actuary (OACT) in the completion of both current and new health spending estimates. In her previous key role as Director of the National Health Statistics Group within OACT, Ms. Levit managed the production of health spending for various national, state and age products, accumulating extensive background and understanding in data sources and methods used to produce these outputs. The breadth and depth of her knowledge of the estimating processes, data sources and methodologies will ensure that tasks will be performed efficiently and that the outputs will be of high quality. The unique assets she brings to this project are: (a) 25 years in national health accounting experience, (b) experience in the development and production of estimates for the National Health Accounts, (c) expertise in the development of methodologies for estimating health care spending nationally, by state and by age, (d) understanding of the policy relevance and implications of health spending estimates, and how to present information that is useful to policy makers, (e) experience in the use of many health related data sources, including employer surveys, household surveys and provider surveys, in producing estimates of costs, (f) extensive contacts throughout the health care data community, and (g) understanding of the skills of staff currently assigned to estimating tasks. This task requires the technical expertise and support of an experienced national health account specialists with expertise in general national health accounting methods and data sources.
