MARKET VALUE: The position is the equivalent of a GS-13, with salary ranging from $62,170 to $80,818 per annum. Final compensation will be based on individual's salary and work history, experience and educational background within the GS-13 ranging. 6. PERIOD OF PERFORMANCE: 24 months from effective date of Contract with possible extension for two additional years. 7. PLACE OF PERFORMANCE: Cotonou, Republic of Benin 8. SUPERVISION: USAID/Benin Family Health Team Leader. 9. AREA OF CONSIDERATION: U.S. Citizens I. BACKGROUND USAID/Benin is a sustainable development mission. In 2003 the Mission is staffed with five Direct Hire Foreign Service Officers, four USPSCs, the health team advisor included, and 61 cooperating country nationals. The USAID/Benin program, with an annual operating year program budget of $16 million, includes strategic objectives in education, health, and a special objective in democracy/governance. The Mission also has a P.L. 480 Title II program which includes development interventions in primary education, maternal/child health, Agriculture, Child Trafficking, and village banking. Benin's population and health indicators are very poor. Child malnutrition is high, with 29% of children under 3 underweight, and treatable illnesses, such as malaria, diarrhea, and acute respiratory infections are the major causes of morbidity and mortality of children. Fertility rates and population growth are still high. Although the HIV prevalence rate is relatively low compared to other countries in the sub-region, it will rise rapidly without a coordinated and appropriate response. Segments of the population remain inadequately serviced by the public health system. While public health service coverage remains low, the private health sector, both for-profit and not-for-profit, has grown rapidly, especially in urban areas. These trends present challenges to the role of the public sector and to public health policy. USAID's Strategic Objective in health focuses on health sector reform through the development of key policies, systems and tools, and their subsequent application on a pilot basis in two regions of the country. The strategic objective is to increase use of family health services and prevention measures within a supportive policy environment. The Mission's strategic objective program in family health is valued at approximately $63 million, and for the past 2 years, has had an annual budget of approximately $7.2 million. This budget has been complemented by a yearly average of $4 million in Title II for food distribution and other activities related to maternal and child health. The Mission's Family Health Program currently consists of thirteen activities, including a highly complex $12 million bilateral contract (ending early January 2004) for an integrated family health program and a $5 million social marketing program. A Foreign Service National (FSN) Population Health and Nutrition (PHN) Officer is currently the Leader of the FHT. He receives advice from a US Direct Hire General Development Officer (GDO) who will oversee both the health and education portfolios. II. DUTIES & RESPONSIBILITIES OF THE POSITION The FHT Advisor will: * Serve as key technical person for the development of the health component of the Mission new CSP; * Serve as technical advisor to USAID/Benin on all health and population related matters; * Maintain good relations with and provide technical guidance to USAID's implementing partners (Ministry of Health, contractors, cooperating agencies, other donors and local Beninese NGOs) on population and health issues; * Monitor key family health activities, including implementation progress and ongoing needs for technical assistance; * Assist implementing partners based in the United States and/or Benin with coordination and collaboration on population and health matters; * Contribute to health- and population-related USAID reports such as the Congressional Budget Justification and Annual Report; * Participate in periodic evaluations and semi-annual project reviews; * Perform tasks and roles of interim Family Health Team leader as necessary; and * Maintain close contact with USAID/Washington and other USAID mission health teams to encourage information exchange and ensure that USAID/Benin's program reflects Agency best practices; * Assist the Team Leader to understand and use the wide range of USAID health sector funding and implementation mechanisms; * Perform other specific duties as assigned by the Team Leader. III. REPORTS AND WORK PLANS: Within 45 days of signing the contract, the contractor will prepare a work plan and work objectives for the first year of the contract. IV. PERIOD OF SERVICE TO USAID/BENIN: The Contractor's period of service shall be approximately twenty-four (24) months from date of signature of the contract. This contract allows for contract extension(s). Extensions will be contingent on availability of funds and USAID approvals. Additionally, the individual needs to obtain a State Department Medical and Security Clearances and be willing to travel (fieldwork) 60% of the time. V. LOGISTIC SUPPORT: The logistic support provided by USAID/Benin includes office space and equipment, transportation in country for official meetings, work related travel arrangements/tickets and secretarial and translation services. VI. QUALIFICATIONS AND EXPERIENCE: 1. A minimum of a Master's Degree in public health or relevant field. 2. A minimum of five (5 ) years of experience in the management and implementation of population/family health service delivery projects, including experience in strategic planning and PHN program design, program planning and budgeting, and monitoring and evaluation. 3. Proven skills in French (S-3/R-3). 4. Familiarity with, and sensitivity to, socio-cultural and institutional factors affecting program development and implementation in Sub-Saharan Africa, preferably in francophone West Africa. 5. Experience in advising population and family health programs, government agencies, or non-governmental organizations. Other necessary skills include: outstanding interpersonal communication; analysis; priority setting; building consensus and negotiating; and the ability to make concise and effective oral and written presentations. VII. SUPERVISION: Supervision Received: The Advisor will work under the direction of the Team Leader. He/she will work with the Family Health Team and other USAID project managers to facilitate collaboration between implementing partners and integration of any other relevant USAID/Benin activities. The Advisor will develop and negotiate an annual work plan with the Team Leader who will evaluate him/her annually on the basis of the work plan. Supervision over Others: None VIII. SELECTION CRITERIA: Selection will be based on the following criteria (100-point total): 1. Education: 20 points Minimum requirement - Masters degree in a relevant field 2. Experience: 60 points Sub Criteria: Work experience (20 points max) Minimum requirement - Five years of experience in the management and implementation of international population/family health service delivery projects. Sub Criteria: Planning/Design/Implementation (20 points max) Minimum requirement ? Five years of demonstrated experience in strategic planning as well as the management, design, implementation, and evaluation of health sector programs. Sub-criteria: Partnerships (10 points max) Minimum requirement ? Seven years of experience working with various partners (donors, NGOs, public and private organizations, etc.) Sub-criteria: Africa experience (10 points max) Minimum requirement -- Familiarity with, and sensitivity to, socio-cultural and institutional factors affecting program development and implementation in Sub-Saharan Africa 3. COMPENSATION The term of the contract will be for two (2) years. The position has been classified at a GS-13 level.
