- Description
- The Food and Drug Administration intends to award a Purchase Order on a sole source basis to Dr. Jesse Wagstaff for the materials and services to support maintenance and augmentation utilization of the FDA PLANTOX Database. Services and deliverables shall include: I. Maintenance of the FDA PLANTOX Database - The contractor shall obtain photocopies or reprints of 240 poisonous plant documents to be added to the document files of the FDA PLANTOX database. A unique number in the sequence presently used shall be assigned and written onto each newly acquired document. Documents shall be shipped at least quarterly to the contract officer in College Park, MD. Each shipment shall contain an updated copy of the PLANTOX database. The photocopies or reprints acquired shall be of citations already in the computer database for which there is not yet a hard copy. Also, new citations shall be added to the computer database through periodic, thorough searches of the scientific literature through online scientific search engines including (but not necessarily limited to) PubMed, TOXLINE, AGRICOLA, BIOSIS, and others. Hard copies of the full publications shall be acquired as soon as practical. The major libraries to be used will include those at Brigham Young Univ., the Univ. of Utah, Utah State Univ., Univ. of Washington, Colorado State Univ., and Cornell Univ. II. Indexing of PLANTOX - In this Fiscal Year, the contractor shall index 2000 documents already in PLANTOX by document type and plant name The plant names shall indexed by Latin binomial as standardized in World Economic Plants by Wiersema and Leon and cross-referenced by Standardized Common Name from the American Herbal Product Association?s Herbs of Commerce (2000 edition) if applicable and plant toxin, if known. III. Compliance with International Law - The contractor shall be wholly responsible for complying with all applicable copyright laws. DELIVERABLES: 1. One copy each of 240 poisonous plant documents - one copy to the CFSAN 2. Two copies of a Quarterly report consisting of an electronic version of an updated copy of the PLANTOX database (suggested media include CD, ZIP, Floppy). 3. Plant name indexing for 2010 documents - one copy to the CFSAN Project Officer, the other to Dr. Betz. 4. The final materials and services shall be delivered to the CFSAN Project Officer. Services shall last 12 months from the effective date of the purchase order. An award will be made ten (10) days from the date of this notice. This is not a request for quotes; however, sources may submit descriptive literature which fully demonstrates their capabilities, which will be considered by the agency. This sole source procurement is being awarded as simplified acquisition in accordance with FAR Subpart 13.5.
