Description
The National Institute of Allergy and Infectious Diseases (NIAID) intends to negotiate, under the authority of 41 U.S.C. 253(c)(1) and FAR 6.302-1, a modification to increase the number of compounds to be acquired to 10,000 per year, increase the libraries from 1-2 per year and increase the number of laboratories to which the contractor will supply compounds for evaluation of the biological effects to its seven (7) year contract N01-AI-95364 with Southern Research Institute (Southern). The contract provides for the selective acquisition of synthetic and pure natural product compounds from a wide variety of sources and within a wide variety of chemical classes, including libraries of compounds. The contract?s title is the Antimicrobial Acquisition and Coordinating Facility. The Statement of Work includes the following activities: receiving and storing chemical compounds, verifying purity, maintaining a computerized registry of unique structures, obtaining screening agreements, providing secure and safe facilities and resources, executing confidentiality agreements, distributing specific aliquots of compounds to contract laboratories for biological testing against infectious agents, recording data from other laboratories, and maintaining correspondence associated with testing. The contract initially set a target of approximately 4,000 compounds per year and focused on tuberculosis, including drug resistant tuberculosis. Multiple Drug Resistant Tuberculosis (MDR-TB) is an NIH Bio-terrorism Category C agent. The planned expansion will include increasing the number of compounds to be acquired to 10,000 per year, increase the number of libraries from 1-2 per year and to increase the number of laboratories to which the contractor will supply compounds for evaluation of the biological effects. The biological testing will include new microbes; especially organisms considered agents of bioterrorism (Categories A though C) which have the potential to cause emerging and re-emerging diseases. This expansion is expected to be accomplished within the contract?s current performance period ending September 29, 2006. See Government-Wide Numbered Notes 22 and 26.
