SIMPLIFIED ACQUISITION PROCEDURES DATE: MAY 21, 2004 REQUISITION NO: 04H120075 INTENDED SOURCE: SOCIAL & SCIENTIFIC SYSTEMS PERIOD OF PERFORMANCE: DATE OF AWARD THROUGH SEVEN (7) MONTHS PURPOSE: THE DEPARTMENT OF HEALTH AND HUMAN SERVICES (DHHS), HEALTH RESOURCES AND SERVICES ADMINISTRATION (HRSA), THROUGH THE PROGRAM SUPPORT CENTER-DIVISION OF ACQUISITION MANAGEMENT PLANS TO AWARD A SOLE SOURCE SIMPLIFIED ACQUISITION TO SOCIAL & SCIENTIFIC SYSTEMS. CLOSING DATE IS JUNE 4, 2004 THE SPECIFIC OBJECTIVE OF THIS PROCUREMENT IS AS FOLLOWS: I. BACKGROUND THE CHILDREN'S HEALTH ACT OF 2000 (P.L. 106-310) TITLE 1, SECTION 104, MANDATED THE ESTABLISHMENT OF AN INTERAGENCY AUTISM COORDINATING COMMITTEE (IACC) TO COORDINATE AUTISM RESEARCH AND SERVICES WITH THE DEPARTMENT OF HEALTH AND HUMAN SERVICES (DHHS). THE COMMITTEE'S PRIMARY MISSION IS TO FACILITATE THE EFFICIENT AND EFFECTIVE EXCHANGE OF INFORMATION ON AUTISM ACTIVITIES AMONG THE MEMBER AGENCIES, AND TO COORDINATE AUTISM-RELATED PROGRAMS, SERVICES, AND INITIATIVES IN ORDER TO ADDRESS THE INCREASING INCIDENCE OF AUTISM IN THE U.S. THE LEAD AGENCY FOR THE IACC IS THE NATIONAL INSTITUTE OF MENTAL HEALTH WITH FEDERAL INTERAGENCY REPRESENTATION FROM THE SEVERAL INSTITUTES OF THE NATIONAL INSTITUTE OF HEALTH, THE CENTERS FOR DISEASE CONTROL AND PREVENTION, AGENCY FOR HEALTHCARE RESEARCH AND QUALITY, HEALTH RESOURCES AND SERVICES ADMINISTRATION, SUBSTANCE ABUSE AND MENTAL HEALTH SERVICES ADMINISTRATION, ADMINISTRATION ON CHILDREN AND FAMILIES, DEPARTMENT OF EDUCATION, AND CENTERS FOR MEDICARE AND MEDICAID SERVICES. THE IACC WAS CONVENED WITH AN INITIAL MEETING IN NOVEMBER 2001 AND FOLLOW UP MEETINGS HELD IN 2002-2003. IN CONJUNCTION WITH THE DEVELOPMENT OF A RESEARCH AGENDA AND ROADMAP, A SERVICE SUBCOMMITTEE WAS ESTABLISHED IN 2002 TO ADDRESS NEEDED COORDINATION AND IMPROVEMENTS IN THE AVAILABILITY, ACCESS, AND ORGANIZATION OF SERVICES FOR PEOPLE LIVING WITH AUTISM ACROSS THE LIFESPAN. THE SERVICE SUBCOMMITTEE WAS CHARGED WITH DEVELOPING A SERVICE MATRIX SIMILAR TO THE AUTISM RESEARCH ROADMAP THAT WILL DEFINE THE CRITICAL SERVICES, IDENTIFY THE CONTRIBUTIONS OF THE VARIOUS FEDERAL AGENCIES TO IMPROVE SERVICES, PROVIDE PLANS FOR INFORMATION DISSEMINATION AND TRAINING THROUGH PROGRAMS FOR SCIENTISTS, PHYSICIANS, AND OTHER HEALTH PROFESSIONALS WHO PROVIDE CARE FOR CHILDREN, YOUTH, AND ADULTS WITH AUTISM, AND INCREASING PUBLIC AWARENESS ABOUT EARLY DIAGNOSING AND TREATMENT OF AUTISM. THE SERVICE SUBCOMMITTEE WILL CONVENE A WORKING GROUP OF AUTISM EXPERTS, HEALTH PROFESSIONALS, AND PERSONS LIVING WITH AUTISM, TO IDENTIFY/OVERCOME ROADBLOCKS AND DEVELOP AN AUTISM SERVICES ROADMAP TO GUIDE THE AUTISM SERVICE IMPROVEMENT EFFORTS. THE AUTISM MATRIX WILL BE ORGANIZED AROUND THE FOLLOWING SIX PERFORMANCE MEASURES THAT ARE COMPATIBLE WITH THE SIX HRSA PERFORMANCE MEASURES FOR THE PRESIDENT'S FREEDOM INITIATIVE: " BUILD FAMILY/PROFESSIONAL PARTNERSHIPS IN DECISION MAKING ABOUT SERVICES; " PROVIDE COORDINATED ONGOING COMPREHENSIVE CARE WITHIN A MEDICAL HOME ENVIRONMENT; " PROVIDE ADEQUATE PUBLIC AND/OR PRIVATE INSURANCE TO PAY FOR SERVICES; " SCREEN FOR AUTISM EARLY AND CONTINUOUSLY " PROVIDE COMMUNITY-BASED AUTISM SERVICES SO FAMILIES CAN ACCESS CARE EASILY; " PROVIDE YOUTH WITH SERVICES NECESSARY TO SUPPORT THE TRANSITION TO ADULTHOOD. PURPOSE THE CONTRACTOR SHALL DEVELOP, PLAN AND MANAGE THE EFFORTS FOR THE WORK OF THE SERVICES SUBCOMMITTEE OF THE IACC LEADING TO THE DEVELOPMENT OF AN AUTISM SERVICE MATRIX DESIGNED TO IMPROVE THE ORGANIZATION AND DELIVERY OF COORDINATED, COMPREHENSIVE AND COMMUNITY-BASED AUTISM SERVICES THAT ARE EASILY ACCESSIBLE TO PEOPLE LIVING WITH AUTISM SCOPE THE CONTACTOR SHALL PROVIDE TECHNICAL ASSISTANCE TO THE SERVICE SUBCOMMITTEE AND MANAGE THE EFFORT TO ACCOMPLISH THE OBJECTIVE OF DEVELOPING AN AUTISM SERVICES MATRIX TO BE PRESENTED AT THE NOVEMBER 2004 IACC MEETING. PERIOD OF PERFORMANCE DATE OF AWARD THROUGH DECEMBER 30, 2004 TASKS TASK 1: ORGANIZE AND IMPLEMENT A PLAN OF ACTION, INCLUDING DEFINING THE TASKS, TIMELINES AND MILESTONES, AND DELIVERABLES NEEDED TO ACCOMPLISH THE IACC SERVICES SUBCOMMITTEE'S 2004 OBJECTIVE FOR DEVELOPING THE AUTISM SERVICES MATRIX. TRACK PROGRESS COMPARED TO MILESTONES TO ENSURE EFFECTIVE PLANNING AND EFFICIENT USE OF RESOURCES AND TO ACCOMPLISH SUBCOMMITTEE GOALS AND OBJECTIVES. TASK 2: COORDINATE THE FORMATION OF AN EXPERT AUTISM SERVICES WORKING GROUP AND ASSIST THE SUBCOMMITTEE AND AUTISM WORKING GROUP WITH COMMUNICATIONS, AGENDA DEVELOPMENT, AND COORDINATION OF INFORMATION AND MATERIALS NEEDED TO SUPPORT PRODUCTIVE AND EFFECTIVE MONTHLY CONFERENCE CALLS AND WORKING MEETINGS. SUMMARIZE MEETING RESULTS AND DOCUMENT FOLLOW UP ACTION ITEMS. FACILITATE DISSEMINATION OF INFORMATION AND MATERIALS AMONG MEMBERS OF THE IACC SERVICES SUBCOMMITTEE, THE EXPERT WORKING GROUP, AND OTHER IACC OR EXTERNAL AUTISM CONSULTANTS THROUGH USE OF THE LISTSERV, USE OF AN E-MAIL DISTRIBUTION LIST, OR POSTINGS ON APPROPRIATE WEB SITES. TASK 3: PROVIDE THE NECESSARY PROGRAMMATIC EXPERTISE TO DEVELOP THE CONTENT, BACKGROUND, GOALS AND OBJECTIVES FOR THE EXPERT WORKING GROUP MEETING, SEPTEMBER 2004. TASK 4: WORK COLLABORATIVELY WITH THE LOGISTICS CONTRACTOR TO OVERSEE THE PLANNING FOR A SEPTEMBER 2004 MEETING OF THE EXPERT WORKING GROUP INCLUDING THE SITE SELECTION AND LOGISTICS, DEVELOPMENT OF THE MEETING AGENDA, SENDING INVITATIONS, DISSEMINATION OF MEETING INFORMATION AND MATERIALS, AND FACILITATING THE WORKING GROUP EFFORTS TO DEFINE THE ELEMENTS OF THE AUTISM SERVICE MATRIX. TASK 5: COORDINATE THE PREPARATION OF MATERIALS AND DOCUMENTS FOR THE SERVICES SUBCOMMITTEE THAT SYNTHESIZE THE RESULTS OF THE WORKING GROUP, COMPILES THE RESULTS OF COMMITTEE AND EXTERNAL CONSULTANT REVIEWS, AND ASSISTS IN MAKING NEEDED REVISIONS TO THE WORKING DOCUMENTS. TASK 6: TAKE THE LEAD IN THE DEVELOPMENT AND PRODUCTION OF A FINAL WRITTEN REPORT AND PRESENTATION OF THE AUTISM SERVICES MATRIX TO THE IACC COMMITTEE AT THE NOVEMBER 2004 MEETING. RECORD IACC COMMENTS AND RECOMMENDATIONS. SOLE SOURCE DETERMINATION IS BASED UPON THE FOLLOWING: THE CONTRACTOR IS QUALIFIED TO SUPPORT THE MATERNAL AND CHILD HEALTH BUREAU AND THE SERVICE SUBCOMMITTEE OF THE INTERAGENCY AUTISM COORDINATING COMMITTEE. SSS HAS STAFF, EXPERIENCE, AND OTHER RESOURCES TO COORDINATE THE SERVICE SUBCOMMITTEE'S AUTISM WORKING GROUP COMPRISED OF AUTISM EXPERTS, HEALTH PROFESSIONALS AND FAMILIES LIVING WITH AUTISM AND TO DEVELOP A REPORT PRESENTING AN AUTISM SERVICE MATRIX THAT WILL GUIDE ENHANCEMENTS IN AUTISM SERVICES AND SYSTEMS OF CARE. SSS SPECIALIZES IN PROVIDING HIGH-LEVEL PROFESSIONAL SERVICES, PROJECT MANAGEMENT SUPPORT, AND COORDINATION OF COMPLEX ORGANIZATIONAL STRUCTURES AND WORKING GROUPS TO PRODUCE QUALITY REPORTS, DOCUMENTS, AND MATERIALS FOR DISSEMINATION OF FINDINGS. FOR OVER 20 YEARS, SSS HAS PROVIDED TECHNICAL AND PROJECT MANAGEMENT SERVICES TO ENHANCE PUBLIC HEALTH SYSTEMS IN THE U.S. AND WORLDWIDE. SSS FREQUENTLY WORKS IN PARTNERSHIP WITH PUBLIC HEALTH AGENCIES AND INTERAGENCY WORKING GROUPS AT THE FEDERAL AND STATE LEVEL. SSS HAS ALSO SUPPORTED HIGH LEVEL POLICY GROUPS SUCH AS THE PRESIDENT'S ADVISORY COMMITTEE FOR HIV/AIDS, THE MEDICARE PAYMENT COMMISSION, AND CENTER FOR STUDYING HEALTH SYSTEM CHANGE. SSS IS EXPERIENCED AND SKILLED IN COORDINATING THE EFFORTS OF EXPERT COMMITTEES AND WORKING GROUPS COMPRISED OF HEALTH AND RESEARCH PROFESSIONS AS WELL AS PERSONS LIVING WITH CHRONIC DISEASE. SSS HAS WELL ESTABLISHED PROJECT MANAGEMENT METHODS AND TOOLS THAT SUPPORT PRODUCTIVE COMMITTEE RELATIONSHIPS, EFFECTIVE COMMUNICATIONS, PRODUCTION OF DOCUMENTS, AND TIMELY DISSEMINATION OF INFORMATION. SOME EXAMPLES OF THESE MANAGEMENT TOOLS INCLUDE: ELECTRONIC COMPUTER E-MAIL NETWORKS, WEB SITES, PROJECT MANAGEMENT TRACKING SYSTEMS, SYSTEMS FOR MEETING PLANNING AND IMPLEMENTATION, AND TEMPLATES FOR PRESENTATIONS AND REPORTS. SSS HAS DEMONSTRATED RESULTS IN WORKING WITH COMPLEX HEALTH NETWORKS AND WORKING GROUPS TO ACCOMPLISH COMMON HEALTH SERVICE OR RESEARCH AGENDAS, SYNTHESIZE GROUP INPUTS, AND PRODUCING TIMELY AND QUALITY REPORTS TO CONGRESS, GOVERNMENT AGENCIES, AND THE PUBLIC. BETH ROY, A SSS SENIOR PROJECT DIRECTOR AND PUBLIC HEALTH PROFESSIONAL, WILL SERVE AS THE PRIMARY RESOURCE FOR THE IACC PROJECT. MS. ROY IS QUALIFIED FOR THIS PROJECT HAVING SPENT MORE THAN 30 YEARS IN THE DEVELOPMENT, MANAGEMENT, AND EVALUATION OF PUBLIC HEALTH CARE AND RESEARCH PROGRAMS AND IN THE DEVELOPMENT OF NATIONAL HEALTH POLICY. SHE HAS HELD NUMEROUS EXECUTIVE-LEVEL PROGRAM POSITIONS WITHIN THE U.S. PUBLIC HEALTH SERVICE WHERE SHE DIRECTED POLICY DEVELOPMENT AND WAS RESPONSIBLE FOR THE DEVELOPMENT AND MANAGEMENT OF COMPREHENSIVE, COMMUNITY-BASED HEALTH CARE SYSTEMS FOR CHILDREN, YOUTH, AND FAMILIES WITH CHRONIC HEALTH CARE CONDITIONS. SHE HAS ALSO HELD SENIOR MANAGERIAL POSITIONS IN THE PRIVATE SECTOR, WITH RESPONSIBILITIES FOR GOVERNMENT RELATIONS, DIRECTION OF CARE AND RESEARCH OPERATIONS, AND STRATEGIC PLANNING. IN ADDITION TO HER EXCEPTIONAL PUBLIC HEALTH BACKGROUND AND MANY YEARS OF PROJECT MANAGEMENT EXPERTISE, MS. ROY IS UNIQUELY QUALIFIED FOR THE PROJECT WORK HAVING SPENT SIX YEAR DEVELOPING AND OVERSEEING FEDERAL AND STATE PUBLIC HEALTH PROGRAMS FOR CHILDREN WITH SPECIAL NEEDS. WORKING AS A BRANCH CHIEF WITHIN THE DIVISION OF SERVICES FOR CHILDREN WITH SPECIAL NEEDS, MCHB FROM 1990 TO 1996, AND MS. ROY WAS RESPONSIBLE FOR DIRECTING THE DEVELOPMENT OF NATIONAL SYSTEMS OF COMMUNITY-BASED SERVICE SYSTEMS FOR CHILDREN, YOUTH, AND FAMILIES WITH HEMOPHILIA, HIV/AIDS, AND OTHER CHRONIC DISEASES. SHE HAS PUBLISHED AND HAS GIVEN NUMEROUS PRESENTATIONS ON THE TOPIC OF DEVELOPING MODELS OF COMMUNITY-BASED, COMPREHENSIVE CARE FOR CHILDREN, YOUTH, AND FAMILIES LIVING WITH SPECIAL NEEDS. IT IS MOST RELEVANT THAT MS. ROY HAS DIRECTED THE DEVELOPMENT OF COMMUNITY-BASED SYSTEMS OF CARE FOR CHILDREN AND YOUTH WITH SPECIAL HEALTH CARE NEEDS THAT ADDRESS THE SIX AREAS OF NEED IDENTIFIED BY THE PRESIDENT'S NEW FREEDOM INITIATIVE. THESE SIX AREAS OF NEED ARE BEING CONSIDERED AS THE FRAMEWORK FOR THE IACC AUTISM SERVICES SUBCOMMITTEE SERVICE MATRIX. MS. ROY HAS A STRONG PROFESSIONAL UNDERSTANDING OF THESES SIX AREAS OF NEED, WHICH WILL PROVIDE GUIDANCE AND PROFESSIONAL LEADERSHIP TO GREATLY FACILITATE THE WORK OF THE SERVICES SUBCOMMITTEE AND EXPERT AUTISM WORKING GROUP. SHE HAS PROGRAMMATIC KNOWLEDGE OF SERVICES SYSTEM'S THAT INCLUDE: FAMILY/PROFESSIONAL PARTNERSHIPS IN DECISION MAKING ABOUT SERVICES; COORDINATED ONGOING COMPREHENSIVE CARE WITHIN A MEDICAL HOME ENVIRONMENT; ADEQUATE PUBLIC AND/OR PRIVATE INSURANCE TO PAY FOR SERVICES; EARLY AND CONTINUOUS SCREENING; COMMUNITY-BASED FAMILY SERVICES; AND YOUTH SERVICES NECESSARY TO SUPPORT THE TRANSITION TO ADULTHOOD. IT IS UNIQUE TO HAVE A RESOURCE AVAILABLE WITH THIS EXACTLY RELEVANT PROGRAMMATIC KNOWLEDGE AND EXPERIENCE AS WELL AS THE COORDINATION AND PROJECT MANAGEMENT EXPERIENCE NECESSARY TO LEAD THE WORKING GROUP EFFORT AND PRODUCT A REPORT TO THE IACC ON THE AUTISM SERVICE MATRIX. THE PROPOSED SIMPLIFIED ACQUISITION IS FOR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE (FAR 6.302-1). A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED SIMPLIFIED ACQUISITION BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. CONTRACTORS MAY FORWARD CAPABILITY STATEMENTS TO THE REFERENCED ADDRESS.
