Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation; a written solicitation will not be issued. Request for Quotation (RFQ) # 111941 is assigned and shall be referenced on any quotations. This solicitation is being conducted under the Simplified Acquisition Procedures (SAP). The North American Industry Classification System (NAIC) Code for this acquisition is 33411. The size standard for the NAICS code is 500 employees. The Federal Bureau of Investigation (FBI) intends to solicit and negotiate on a sole-source basis with Stellent Chicago Sales, Inc., 330 N. Wabash Avenue, 15th Floor, Chicago, IL 60611-3603 for the purchase of a commercially available license renewal (Outside In Viewer Technology). The license is for four years and will require maintenance fees to be paid on a yearly basis. The license will be a non-exclusive non-transferable, limited license to be used to reproduce software and related documentation solely for the purpose of integrating the Stellent Chicago Software and Licensee?s software products. The Outside In Viewer Technology Components will be used solely to view, print, and copy native files that will be assessed solely through the licensed product. The Outside In Image Export Components will be used solely to create thumbnail images of files managed by the licensed product. The proposed contract action is for a license renewal for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302 and will result in a Firm Fixed Price contract beginning upon the date of acceptance by selected offeror. Interested parties must identify their capability and response to this requirement and submit a quote in order to be considered. FOB Destination is FBI Academy, Quantico, VA. This is not a request for competitive quotes. However, all compliant quotes received within fifteen (15) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received from other than the requested party will be considered solely for the purpose of determining whether to conduct a competitive procurement. All incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-23. The following clauses and provisions are incorporated by reference and apply to the acquisition: FAR 52.212-1 Instructions to Offerors - Commercial Items (Oct 2000); FAR 52.212-2 Evaluation - Commercial Terms (Jan 1999); FAR 52.212-3- Offeror Representations and Certifications - Commercial Items (Jul 2002); FAR 52.214-4 Contract Terms and Conditions - Commercial Items (Feb 2002); FAR 52.212-5 Facsimile Proposals (Oct 1997). All quotes shall be clearly marked with RFQ #111941 and shall be submitted to Aretha Terry, Contract Specialist, at the address mentioned above and all responses received by June 1, 2004 by 4:00pm will be reviewed by the Government. Interested parties are hereby notified that due to security issues, only faxed offers will be considered. Compliant quotes can be faxed to (703) 632-6427. Quotes not received by the designated time and date will not be accepted. Award is anticipated within one (1) week after closing. Telephone requests will not be honored.
