Defense Base Act Insurance Subject: Defense Base Act Insurance (DBA) -Notice #1 ?????? Construction Industry The Coalition Provisional Authority Inspector General (CPA-IG) is seeking information from industry regarding Defense Base Act (DBA) insurance coverage for employees of companies awarded contracts by or on behalf of the Coalition Provisional Authority for work in Iraq. The Defense Base Act (42 U.S.C. 1651 et seq.) requires workers compensation and war hazards coverage for contractor and subcontractor employees working outside the United States. Specifically, the CPA-IG is seeking to determine: 1. Whether contractors are having difficulties acquiring DBA insurance for work in Iraq. If so, please provide details. 2. Whether contractors have not participated in competition for work in Iraq because of an inability to obtain adequate DBA insurance coverage. If so, please provide details. 3. Whether contractors have not participated in competition for work in Iraq because of the cost of DBA insurance. If so, what were your expected costs for such DBA insurance coverage? The Coalition Provisional Authority (CPA) has recently awarded several contracts for significant reconstruction effort in Iraq. Additional awards are planned for the near future. The CPA-IG is seeking input from industry to determine whether current meth ods by contractors and their subcontractors working in Iraq to obtain DBA Insurance is cost effective and promotes competition. Note: This is a Request for Information only. This RFI does not represent a commitment by the CPA to issue an RFP or RFQ.
