- RESEARCH AND DEVELOPMENT SOURCES SOUGHT ANNOUNCEMENT Release Date: 21 May 2004 Response Date: 25 June 2004 US Army RDECOM-Picatinny, NJ The Environmental Technology Division of the Armament Research, Development and Engineering Center (ARDEC), Picatinny, NJ, is conducting a market survey to determine the availability and capability of Offerors able to advance promising life cycle environment, safety and occupational health (ESOH) concepts to the development of novel materials for weapons systems via focused, development-based scientific and engineering approaches. The US Army continuously searches for new materials to accomplish its goals of improving America's war fighting capability. The development of these new advanced materials known as Novel Materials (NM) is being conducted with an emphasis on technical requirements while the health and environmental impacts of these materials are not always measured and quantified. The purpose of this solicitation is to identify and manage NMs' risks associated with human health and environmental fate and transport using established scientific procedures and worked by orderly cross-disciplinary, multifunctional teams. This market survey inquiry requires the extension and maintenance of an essential biological, toxicological, scientific, research and development capability. The materials of interest will vary widely in their composition, and range from Energetic materials(pyrotechnics, explosives, etc); Novel materials, which may be particles at the atomic size level; Micro electronicmechanical systems (MEMS); Meta materials (aka left handed materials); Heavy Metals such as titanium, tantalum; and hazardous materials and other unique compounds used by the military in their development, testing, fielding and disposal of weapon systems. Combustion products from these materials is also anticipated to be studied. Applicants can submit any information that describes their organization?s primary mission; how you are organized to accomplish toxicology and environmental health studies; your organizations? strengths and weaknesses in accomplishing ESOH objectives; information which briefly describes any environmental fate and transport development research projects; your experience in managing a laboratory and strategy for maintaining quality control of contract laboratory operation; a list of any recommended military installations, universities, other Government agencies, or industry contacts you would suggest to be contacted to support your application; and what experience your organization possess in terms of handling classified work or programs in the area of ESOH and toxicology prescreening or testing protocol. Interested sources should provide the information on the above by 25 June 2004 via Electronic submissions sent to: hbuck@pica.army.mil. Responses shall be limited to ten (10) pages or less. This is a market survey, not a pre-solicitation notice. If a formal solicitation is generated at a later date, a solicitation notice will be published.All information is to be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part any private sector input as a result of this market survey.
