Description
The US Fish and Wildlife Service, Region 7, Alaska intends to award a sole source procurement to the Bristol Bay Native Association to provide information on the nature and extent of migratory bird harvests. The Alaska Migratory Bird Co-Managment Council (Council) requires information on the nature and extent of migratory bird harvests for adequate managment and protection of birds. This information will be used by the Council in developing recommendations for regualtions, and by the Council's partners: Alaska Department of Fish and Game, US Fish and Wildlife Service, and Native organizations. The objective and products of this procurement will be completion of Federal Office of Management and Budget (OMB) approved household selection lists, permission slips, and completed harvest survey forms in the Bristol Bay Region, as detailed in Cooperative Agreement 70181-4-J573, (Section IV A, Field Coordinator Duties and Responsibilities). The survey will be conducted from April 1 through October 31 in 15 villiages and April 1 through August 31 in the hub community of Dillingham, AK. Responsibilities of the contractorwill be informing hunters and getting survey permission from villiages, advertising for and selecting village surveyors, contracting with and training village surveyors, providing surveyors with necessary forms and envelopes, assisting surveyors throughout the survey period with survey procedures, reviewing survey forms, helping correct errors and discrepancies, and paying surveyors. This notice of intent is not a request for competitive proposals and the Government does not intend to accept proposals received. Award will be made 15 days after publication of this notice.
