Description
This future opportunity announcement is to advise industry of the Government?s intention to procure the following services via a competitively awarded Performance Based Indefinite Quantity, Indefinite Delivery contract with a base year and four one-year options. Provisions for multiple pricing arrangements including incentives will be included. The anticipated Scope of the procurement is as follows: The Space and Naval Warfare Systems Center (SPAWARSYSCEN), Charleston is tasked by numerous Navy, other DOD, other Government, and foreign military customers to provide a full range of technical and management support for Command and Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) and other various electronic systems. As a component of this broad support, SPAWARSYSCEN Charleston requires contractor support for services including and related to the physical installation of system prototypes, engineering development models and full rate production equipment at or on end user shore facilities, surface craft and submarines at locations worldwide. The services required include the areas of installation design, equipment acquisition, consolidated installation, system/equipment modification, test and checkout, systems training, and documentation preparation. Additionally this procurement will contain provisions for post-installation in-service engineering support. A sampling of systems and equipment to be supported are: ? Command and Control Systems ? Common Submarine Radio Room ? Communication Systems ? Computer Integrated Network Systems (excluding NMCI) ? Cryptographic Equipment ? Navigation Systems ? Red/Black Systems & Equipment ? Security and Monitoring Systems ? Signals Intelligence and Direction Finding ? Support Subsystems (power, IC, grounding, HVAC, fire) ? Surveillance and Reconnaissance Systems ? Tactical Digital Links ? Turnkey Integration Facilities ? Video Systems The nature of the work to be performed under this procurement will often require immediate response to and close liaison with SPAWAR personnel. Therefore, the Contractor will be required to have appropriate facilities and resources available. The contractor?s Management and Contracting Staff associated with this procurement will be required to be located within a 15 minute commute of SPAWARSYSCEN Charleston?s Main Engineering Center located on the Charleston Naval Weapon Station, South Annex. The majority of the work shall be performed in Charleston, SC; Norfolk/Tidewater Area, VA; Mayport, FL; and San Diego, CA. However, assignments shall also be accomplished in other CONUS and Worldwide areas as required by individual task orders to support U.S. interests at shore and shipboard/ submarine based facilities.
