- NASA/JSC has a requirement for One MS-50 High Production Console Helium Leak Detector (P/N 0139-900-00), One Maintenance Kit (P/N 0139-801-00), One Remote Data Capture Software (P/N 0137-750-00) and One Mini-Sniffer Probe (P/N 0139-045-00). The leak detector shall have a combination of both reverse and direct leak detection modes. The leak detector shall come complete with a standard VGA color CRT. A NIST traceable temperature compensated calibrated leak shall be included with the leak detection unit. Pursuant to 10 U.S.C. 2304 c (1), NASA/JSC intends to purchase these items from Vacuum Instrument Corporation, Ronkonkoma, NY. NASA/JSC is responsible for age life extension testing, monitoring of vendor performance and knowledge of leak detecting equipment. The MS-50 leak detector has the highest resolution of any leak detector in the industry. It uses reverse flow capabilities to begin testing earlier at lower vacuum allowing it to detect leaks that go undetected in other units. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 5/28/2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
