- Description
- This solicitation provides for Engineering and Communications Technical Support Services to the 50TH Space Wing, 4TH Space Operations Squadron (4SOPS) at Schriever AFB and the Space and Missile Center, Detachment 11 (SMC Det 11) MILSATCOM Systems Sustainment Office (MSSO) Mission Planning Element (MPE) at Peterson AFB. This contract will serve as a vehicle to provide engineering and communications technical support of the Milstar system’s strategic, tactical and cryptographic communications operations as well as for the classified and unclassified sustainment of the Automated Communications Management System (ACMS) resource management software tool and the Milstar Communications Planning Tool - integrated (MCPT-i) communications planning software planning tool. The Government may award more than one contract under a Multiple Award Task Order Contract (MATOC) for Milstar Engineering and Communications Support Services (MECSS); however, the Government reserves the right to award only one contract. The aggregate capacity for the MATOC is $10,000,000.00. The period of performance for the MATOC is 5 years from date of award, inclusive of options and extensions. Source selection will be made on the best value to the Government using a technical pass/fail approach with Past Performance Price Trade-off (PPT) process. Subsequent task orders will be awarded under Fair Opportunity rules outlined in the RFP. The first task order will be issued and competed within 30 days of contract award; the second task order will be issued within 180 days of contract award. A DRAFT RFP will be posted on approximately 3 June 2004 to allow potential offerors the opportunity to comment. Initial comments must be received by 12 June 2004 to allow for incorporation into the final RFP. Applicable Numbered Notes: 1, 25, and 26.
