Description
This information is for solicitation SP0100-04-R-0132. The item is Coat, Man?s, P/W, Gabardine, MC, Dark Blue Shade 2312. The applicable NSN for this procurement is 8405-01-512-3168 (S). The purchase quantity is MIN 27,996/MAX 41,988 with four (4) additional options. Bidding will be on a buy quantity of 34,992 only. The specification is MIL-C-19516G, dated 6 March 1991, amended 04 May 1992. The pattern date is 08 December 1986. The destinations are Defense Depot New Cumberland Facility, Building Mission Door 113-114, New Cumberland, PA and Travis Association for the Blind, 4509 Freidrich Ln., BLDG 4 Suite 402, and Austin, TX. The delivery quantity will be spread over (12) twelve delivery increments. The first delivery is due 180 days after date of award. Acceleration is permitted at no additional cost to the government. This solicitation will be issued as a Total Small Business/Set Aside and will result in a firm fixed price indefinite quantity contract. This is a Best Value acquisition with Source Selection Procedures. The following factors will be utilized in descending order of importance: Product Demonstration Model (PDM), Experience/Past Performance, and DLA Mentoring Business Agreement. All materials used in the fabrication of the end item are to be furnished by the contractor with the exception of the basic fabrics (Cloth P/W Gabardine MC Shade 2312, NSN: 8305-01-248-6805, width 60? 10.6 ounces storage facility Burlington Industries, Hurt, VA. and Cloth Scarlet MC 2501 NSN: 8305-01-209-6542, width 56? 14 to 15 ounces storage facility MAB Albany, GA.), which will be provided as Government Furnished Material (GFM). The Government does not intend to use FAR Part 12 for this acquisition. Reference Numbered Notes 1, 9, and 26. Important Note on Foreign Content: The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as ?The Berry Amendment? impose restrictions on the DoD?s acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and ?specialty metals? (as defined in DFARS clause 252.225-7014) must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
