Description

The National Institute of Standards and Technology (NIST) intends to enter into a sole source purchase order with the Organization for the Advancement of Structured Information Standards (OASIS), Boston, MA under the authority of 41 U.S.C. 253(c)(1) ? Only One Responsible Source. Membership with the OASIS provides NIST access to the most recent development software and assistance in developing NIST conformance test software. Additionally, membership will provide NIST a forum to collaborate with industry and academic members on (1) the development and application of NIST Information Technology Laboratory (ITL) conformance tests and reference implementation, and (2) technology exchange. The period of performance for this requirement is from award of the contract through one year thereafter. The Government anticipates the award of a Firm-Fixed Price (FFP) type purchase order. The proposed requirement is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 13.106. Interested persons may identify their interest and capability to respond to the requirement or submit quotations. This notice of intent is not a request for competitive quotations. However, all quotations received by May 28, 2004 will be considered by the government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A Request for Quotation (RFQ) package is not available.
