- This is a combined synopsis/solicitation for commercial services prepared in accordance with Subpart 12.6 and Part 13 of the Federal Acquisition Regulation, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. Quotes are being requested and a written solicitation will not be issued. Solicitation number NCNL5000-4-00003 is issued as a Request for Quotations. The U.S. Department of Commerce, NOAA/NOS Office of Ocean and Coastal Resources Management, Estuarine Reserves Division, has a requirement for services to support Estuary Live, an interactive field trip over the Internet. The services to be procured include assisting the Government in coordinating an interagency campaign to promote the importance of estuaries and the need to protect them, and planning and implementation of an interactive field trip webcast from eight sites over the Internet. A Statement of Work (SOW) entitled, National Estuaries Day Education Campaign Coordination, dated May 7, 2004 is attached. The period of performance is seven months from the date of award. This is a firm fixed price procurement using simplified acquisition procedures. Responses must be sent electronically in MS Word format to phillip.Harrell@noaa.gov and in paper no later than 3:00pm on June 8, 2004 to Phillip Harrell, Acquisition Management Division, National Oceanic and Atmospheric Administration, 1305 East West Highway, Suite 7143, Silver Spring, Maryland 20910. Responses shall be no more than 12 pages and shall include the following: 1) Contractors capabilities overview; 2) Past performance information (relevant experience to perform the required services); 3) Short resumes of personnel to provide services; and 4) Price of the Deliverables. All responses will be evaluated on a best value basis using the following Evaluation Criteria: 1) Quality of Personnel, the measure of potential for successful performance; 2)Technical and Management Approach, the likelihood of effectively meeting requirements; 3) Past Performance, the relevance and quality of prior performance; and 4) Price.
