Description
This is a synopsis being conducted under Simplified Acquisition Procedures in accordance with FAR Part 13. This solicitation document incorporates provisions and clauses that are in effect through the September 2001 Federal Acquisition Regulation revision, which includes the consolidation of all Federal Acquisition Circulars through 97-27. This acquisition is 100% small business set-aside and the NAICS code is 541710 with a small business size standard of $6.0 million. It is the intent of the National Institutes of Health (NIH) to purchase professional support services for the Office of Laboratory Animal Welfare (OLAW), from Stephen Potkay, Germantown, MD. The period of performance will be for nine (9) months. Specifically, OLAW requires the specialized services of the individual with an expert knowledge and understanding of OLAW's complex Public Health Service (PHS) Policy on Humane Care and Use of Laboratory Animals who can successfully accomplish the following tasks: (1) provide professional support services to the Office of the Director and the Division of Compliance, (2) provide assistance to OLAW personnel in preparation of the Guide for the Care and Use of Laboratory Animals, (3) provide assistance to the Director of OLAW in preparation of reports, and evaluations of OLAW activities, (4) provide assistance to OLAW staff on laboratory animal science and related policy and compliance issues, and (5) perform other related professional/business support tasks as required by the Project Officer. OLAW has determined that Dr. Stephen Potkay possesses the unique combination of knowledge, skills, and understanding of OLAW's complex PHS policy that are necessary to accomplish the specified tasks. He provided specialized veterinary expertise during the past 16 years at NIH. He has a total of 41 years experience in laboratory animal science and related policy and compliance issues. He served as a Chief of the Compliance Branch, Division of Animal Welfare, Office for Protection from Research Risks for 2 years, and served as the Director of the Compliance Oversight Division, Office of Animal Welfare for the past 4 years, spearheading the NIH implementation of the PHS Policy on Care and Use of Laboratory Animals. In the area of Laboratory Animal Science, Dr. Potkay provided assistance to the NIH Institutes and Centers (ICs) in the compliance with the PHS Policy on Humane Care and Use of Laboratory Animals since 1988. OLAW has determined that based upon his previous experience and expertise, Dr. Potkay will not require orientation to OLAW's management activities, and is the only source with the unique qualifications who can successfully accomplish the specified tasks. This notice of intent is not a request for competitive proposals however, all responses received, within 15 days from the date of publication of this synopsis will be considered by NIH. A determination by the Government not to compete this proposed acquisition is based upon responses to this notice and is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The contractor shall comply with all applicable Federal, State, and local laws, executive orders, rules and regulations applicable to its performance under this order.
