Description

The Department of Housing and Urban Development intends to negotiate a sole source modification to Contract No.GNMA-99-PA-01 to provide necessary services associated with the Mortgage Backed Security Administration with Lockheed Martin Information Services Division. The modification will include initial Business Process Improvement (BPI) tasks, data collection, analysis and risk management, continuation of operations support, systems upgrades and enhancement and related services necessary to continue and improve the current Risk Analysis processes. The modification will include a base period of one year, with two 6-month options. A Request for Information (RFI) released in December 2003 requested feedback on the ability to competitively solicit offers for this work. The results of the RFI indicated that the services are not adequately stable at this time to describe effectively or to immediately implement the results of the BPI. At the conclusion of the modification, the work and associated processes will have a stable baseline that can be competed on a full and open competitive basis. No other firm has the current knowledge, skills, information, facilities and data rights to provide the services to the Government without interruption while the BPI is initiated. This modification is necessary to ensure that the processes are not interrupted or negatively affected by the current changes ongoing due to the BPI.
