Description
The Federal Aviation Administration (FAA) provides air traffic control services over large parts of the Pacific and Atlantic Oceans. In 1995, the FAA developed and deployed an Oceanic Data Link (ODL) system that provides among other functions, direct communications between Controllers and Pilots using communication protocols collectively known as Future Air Navigation System Controller/Pilot Datalink Communication (FANS-1/A CPDLC). The ODL system also provides digital communications with the Aeronautical Radio Incorporated (ARINC) High Frequency (HF) Radio Operator (RO). The ODL system is currently installed at the FAA Oakland and New York Air Route Traffic Control Centers (ARTCCs). A similar system is deployed at the FAA Anchorage ARTCC. The FAA is in the process of replacing the ODL system with the Advanced Technologies and Oceanic Procedures (ATOP) system. The FAA will be transitioning from ODL to ATOP over the next 18 months, which is an extremely complicated undertaking. The ODL and ATOP FANS-1/A communication services are currently provided by SITA under a five-year contract that was awarded in 1999. The following bullets provide the FAA requirements for the Oceanic Data link service: 1. Potential vendors must be currently interfaced to the FAA's National Airspace Data Interchange Network (NADIN) Packet Switched Network (PSN), including the NADIN PSN test facility located at the FAA's William J. Hughes Technical Center (WJHTC); 2. Potential vendors must currently be providing FANS-1/A telecommunication services in FAA controlled airspace over the Atlantic and Pacific Oceans; 3. Potential vendors must be able to provide FANS-1/A telecommunication services to FANS-1/A avionics testbeds (e.g. the Boeing 747 or 777 test bench); 4. Potential vendors must have a demonstrated technical expertise in the provision and maintenance of telecommunications networks used in the provision of air traffic services. Interested companies that believe they have the technical and administrative capability to fulfill the requirements herein shall respond with their capability statement not later than June 09, 2004. Respondents must include their proven capability of working with a technically equivalent system in a similar environment and a proven record of providing timely and efficient technically equivalent system support. It is requested that written responses include telephone number for point of contact, show that the firm has the necessary technical skills, qualified personnel, experience and past performance in similar work; and state the purpose of interest, i.e, prime contractor, subcontractor or information only. This public announcement is not a request for proposal.
