Description
It is the intent of the Government to award a sole source contract to EG&G Technical Services, Inc., Albuquerque, NM. This is a development effort to continue design of the Personal Identification Credential System (PICS) handheld unit in order to reduce the ultimate production cost. The existing PICS engineering prototype units, approximately credit card size with a .66-inch thickness, provide a biometric fingerprint sensor allowing the authentication of personal identification. This personal identification is sent via an encrypted RF signal, over a distance up to 60 ft, to an access control system. Each encased PICS unit is composed of a biometric fingerprint sensor, a processor, a battery and a RF transceiver. All components used are COTS. The PICS handheld unit interfaces with the existing PICS Enrollment Station (allows individual fingerprint(s) registration and data updating) and the PICS Reader (accepts and interfaces the PICS RF signal at the access control location). This development will redesign the PICS handheld units size at 3.5?L x 2.25?W x 0.66?H threshold (with a goal to reduce thickness to 0.5? or less. EG&G has gone through two generations of prototype development of the handheld PICS unit. This development phase will deliver a minimum of 200 handheld PICS units. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302.
