Description
Notice of intent to negotiate a sole source contract with Northrop Grumman Corporation. The Defense Meteorological Satellite Program (DMSP) requires sensor support and services to include; sustainment, factory/field support, sensor payload integration and test, and on-orbit support. The mission sensor suite includes: Operational Linescan System (OLS), Special Sensor Microwave Imager Sounder (SSMIS), Special Sensor Microwave Imager (SSM/I), Special Sensor Microwave Temperature Sounder (SSM/T1), Special Sensor Microwave Water Vapor Sounder (SSM/T2), Special Sensor Ultraviolet Spectrographic Imager (SSUSI), Special Sensor Ultraviolet Limb Imager (SSULI), Special Sensor Fluxgate Magnetometer (SSM), Special Sensor Precipitating Charged Particle Spectrometer (SSJ), Special Sensor Ion and Electron Scintillation (SSIES), and the laser threat detector (SSF). The required support includes, but is not limited to: (1) sustain, support, and upgrade the satellite sensors, related system software, and associated ground equipment, (2) sensor payload integration, (3) early-orbit and on-orbit sensor systems, (4) a classified facility at the secret level that is capable of supporting repairs, tests, and system anomaly analysis, (5) knowledge of data handling systems, data storage systems, scanning systems, and command processing systems, (6) development and maintenance of all sensors System Analysis Reports and Interface Control Documents with new and existing contractors, (7) knowledge of ground processing equipment and software, including communication interfaces, data multiplexing, decommutation, reformatting, switching, data processing, and upgrades, (8) telemetry trend analysis sufficient to anticipate failures and/or anomalous performance, (9) satellite command, control and telemetry encryption and authentication, (10) computer hardware and software design and evaluation/analysis of both analog and digital systems and circuits. A cost type contract is contemplated. The period of performance is 1 Dec 2004 through 30 Nov 2014. For planning purposes, the anticipated release of the Request for Proposal (RFP) is 8 June 2004. The proposed procurement is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice of intent is not a request for competitive proposals. Subcontracting opportunities may result from this contract award.
