- The U.S. Army Engineering and Support Center, Huntsville, is seeking a commercial solution to meet our customer??????s needs for Debris Processing Services at various Army Installations. The Army??????s Installation Management Agency (IMA) is respons ible for providing equitable, effective and efficient management of Army installations worldwide. IMA is divided into seven geographic regions encompassing the continental United States as well as the Pacific, Europe and Korea. Among the many Army-wide pr ograms assigned to IMA, the Facility Reduction Program (FRP) eliminates excess facilities and infrastructure which reduces fixed installation costs. The disposal of construction and demolition debris imposes a disproportionate burden on the landfills of m any Army installations. This burden could be lessened if the debris were to be processed through a grinder to reduce volume and to render certain debris reusable. The primary material to be processed is concrete, followed by bituminous material, and masonr y. Depending on the quality of the material and mixture of debris, all of these materials can be immediately re-used or stored on-site for later use as aggregate, paving base, shoulder spoil, or fill. In some situations wood debris can be processed for use as mulch or ground cover. A certain minimum quantity of debris with reuse potential must exist before it is economical to use the expensive grinding equipment. Absent the grinding process, which permits either reuse of the material or reduction in its vo lume, debris must be taken directly to the landfill. However, with the knowledge that the debris will be processed in the near future, the Base Commander can order the debris to be stockpiled until a large enough quantity has been accumulated to make the grinding process economically viable. To insure that this acquisition takes maximum advantage of economies of scale the DPS will operate on each base or location for a period of not less than one day. Average time at a site is expected to be no more than five days. If a base or location needs less than one day??????s worth of service it is deemed impracticable for the DPS. The DPS will schedule operations that will make best use of the climate and weather of the IMA regions. Demolition of buildings and st ructures inherently effects the local environment. Local regulations will be identified. The Government shall provide information that relates to hazardous material and environmental protection regulations at each base. Businesses that have the ability to meet this specific requirement are invited to submit in writing an affirmative response to include the following information: detailed information on how the work will be accomplished; equipment availability, equipment description and rough order of ma gnitude.
