Description
The U.S. Army, Corps of Engineers is soliciting proposals for Construction and Repairs within the boundaries of the New Orleans District. This is a 100% 8(a) set-aside limited to the SBA, Louisiana District Office service area. This will be a Multi ple Award Task Order Contract (MATOC) with a base year and an option to extend for one additional year. The intent is to award three Indefinite Delivery/Indefinite Quantity contracts from a single solicitation. Maximum dollar value of each contract will be $2 million. These contracts are intended to provide for quick, cost effective responses to the general civil works construction needs for flood control and hurricane protection. The work will be focused on flood control and hurricane protection and ma y include a wide variety of new construction, maintenance, repair, renovation, demolition and rehabilitation with specific site tasks that include, but not strictly limited to, site work, clearing and grubbing, excavation, embankment construction and repai r, levee and berm construction, erosion and sediment control, armor stone/riprap, slope stabilization and pavement, installation of vinyl and/or steel sheet piling, fabrication and installation of steel floodgates, installation of concrete, timber and/or s teel piles, construction of floodwalls, and topographic surveying throughout the New Orleans Engineer District. Work requirements will vary from site to site. Work will be accomplished by individual task orders issued against the basic contract. This is a Best Value procurement action. The technical evaluation factors are: 1. Contract Management Ability; 2. Quality Control; 3. Past Performance. All evaluation factors other than cost/price, when combined, are significantly more important those c ost/price. Note that this was previously issued as a draft solicitation. Solicitation W912P8-04-R-0003 will be available on or about 18 June 2004. Request for proposal is due on or about 3 August 2004. CD is available at: www.mvn.usace.army.mil.
