- The General Services Administration (GSA), Office of Governmentwide Policy (OGP), Office of Transportation and Personal Property (OTPP) is required by law to establish maximum per diem allowances up to which federal travelers are reimbursed for travel expenses incurred while on official business travel within the Continental United States (CONUS). With respect to lodging, the standard CONUS lodging per diem rate, which is reviewed every three years, covers most of the country. In addition, OTPP annually reviews and establishes the lodging per diem rates for approximately 450 highly travelled, ?designated? destinations within the CONUS. We conduct this annual review of ?designated? lodging rates to ensure that federal travelers receive fair and equitable reimbursement for their travel expenses while performing official travel to these locations where local market conditions create the need for rates higher than the standard CONUS per diem rate. To accomplish the review of the standard CONUS and designated-location per diem rates, OTPP contracts with a travel industry data research firm to collect and provide an average daily lodging rate based on a set period of time. OTPP then sets the appropriate per diem for each location after an extensive analysis and review of this contractor-provided data. OTPP seeks to contract with a travel industry data research firm with extensive experience within the lodging industry to provide (a) expert consultation and (b) historical and current lodging industry supply, demand, and revenue data for lodging properties within CONUS. Under this contract, OTPP will acquire lodging industry average daily rate data and expert assistance needed in the review and establishment of the Federal Government?s standard CONUS and additional ?designated? lodging per diem rates for Fiscal Year (FY) 2005. The General Services Administration (GSA) proposes to award a sole source contract to Smith Travel Research (STR). Through its experience and market research, GSA believes that only STR possesses the required capability and technical expertise to perform this requirement. Any other firm desiring consideration must fully identify its capability to perform this requirement within the required timeframe and allotted budget. GSA plans to make a sole source award to STR after fifteen (15) days of the publication of this notice. Please note that this announcement is not a Request for Proposal and no solicitation will be issued as a result of this notice.
