- Description
- The U.S. Coast Guard Engineering Logistics Center is seeking qualified sources to consider an award for the following equipment and services with an option: (1) Dynalco Controls Diesel Trap Model 9260 Engine Analyzer Hardware, with the following salient characteristics: Portable, 4 channel, reciprocating engine mechanical condition and performance analyzer/data collector with rotating equipment vibration analysis capabilities. The unit tracks crankshaft rotation and each channel are capable of measuring/displaying/storing dynamic pressure, vibration and ultrasonic data from the supplied transducers. One channel displays and stores IR skin temperature measurements. The RT-WIN software provides complete data display, trending and reporting capabilities once the data is dumped from the trap to the Software Support Package (SSP). Technical documentation, software and hardware maintenance support, equipment calibration and basic training shall also be included as part of this line item. The basic training requirements are described in the training section below. Brand name is mandatory. Accessories include: Marker Kit: BETA-LINK with charger, magnetic pickup with trigger module (signal conditioning unit), high intensity timing light, and all cables. Power cylinder pressure kit: 2 5000 psi DC Acqua-Probes and cables; Vibration Kit: accelerometer, 2 magnetic mounts, probe tip, channel-lock pliers, and cables; Ultrasonics Kit: ultrasonic probe with adjustable gain, and cable; Temperature measurement kit: temperature probe, retractable cable; Tool kit: Allen wrench (with handle), pump wrench, flex wrench; User Manual; Training: Basic Training - Two day on-site Basic Training in operation of hardware and data acquisition at NESU Portsmouth (accommodating up to 4 students) provided as part of hardware purchase. Spare Li-ion battery with charger and cables; carrying kit: Trap Sleeve with two straps and soft-side carrying bag; Recommended Spares. (2) Intermediate Training - Diesel Engine Analysis - which shall cover basic study of mechanical condition and performance analysis as well as combustion characteristics and power balancing. (3) Advanced Training - Diesel Engine Analysis - which shall focus on intermediate and advanced diesel engine mechanical condition and performance analysis. This course shall provide in depth study of mechanical condition and performance analysis as well as combustion characteristics and power balancing. (4) Data Analysis - 9 Ship sets - Provide review and analysis of collected data to identify trends and ensure data quality. It is the government's belief that Item (1) Dynalco Controls or their authorized distributors can provide this Diesel Trap Model 9260 Engine Analyzer. Technical data and/or drawings pertaining to these traps are proprietary to Dynalco Controls or their authorized distributors. Concerns, other than the OEM or their authorized distributors were given the opportunity to submit their capabilities for Item (1) in the Sources Sought Notice published on 30 April 2004. Solicitation No. HSCG40-04-R-60038 shall be posted on FedBizOpps on or about 26 May 2004. This date is estimated at best. All responsible sources may submit a proposal, which shall be considered by the Agency. See Numbered Notes 12 and 22. This synopsis is issued pursuant to FAR 6.302-1 and HSAR 3006.302.1.
