- Description
- The Natural Resources Conservation Service (NRCS) is seeking proposals from qualified engineering consultants to provide structural engineering and construction documents for four (4) pole-framed buildings, three of which include a covered concrete storage facilities consisting of a slab with side walls. There is also one additional concrete storage facility (slab and side walls) to be designed to be inside an existing pole-framed building at the fourth site. The proposed structures will provide a cover for manure covered areas during rain season to prevent manure from washing off the site. The buildings will consist of wood framing members with posts embedded in the earth. Floors, if part of a particular design, will consist of concrete slabs on grade. The designs are to include structural and civil design (no electrical, plumbing, or HVAC). The buildings must be designed to meet Oregon State Building Code requirements. All work described herein must be completed on or before October 31, 2004. At a minimum, the engineering consultant shall provide the following: 1. Structural Calculations: This includes all calculations necessary to substantiate the structural elements and the structural systems proposed. This deliverable should culminate in a report documenting the structural calculations and shall be sealed by a professional engineer licensed in the State of Oregon. 2. Drawings and Specifications: The consultant shall prepare construction drawings that will be used to procure building permits and construct the building by a private contractor. Drawings shall include sufficient detail to facilitate bidding and construction of the projects. Specifications shall be in accordance with NRCS standards and will be provided to the consultant from the NRCS to be incorporated into the projects along with project specific technical specifications. The drawings and specifications shall be sealed by a professional engineer licensed in the State of Oregon. 3. Project Administration: The consultant shall be available to answer questions from the permitting agency and contractor to clarify the Drawings and Specifications as necessary. The proposal should also include attendance at a preconstruction conference at the various sites and a final inspection visit at the sites. The Structures 1. Building 1: a. Location: Unincorporated Washington County, west of Forest Grove, Oregon. b. Description: A covering of approximately 54? by 20? for a concrete slab adjacent to, and abutting, two existing post-frame buildings. Existing structures cannot be relied upon to support covering. Post support locations will be limited by project owner/operator?s need to access covered area with farm equipment. Inside height of the structure will be determined in consultation with the project owner/operator. 2. Building 2: a. Location: Unincorporated Clackamas County, near Molalla, Oregon. b. Description: Covered concrete waste storage area of approximately 120? by 60? with a 16? clear height inside and four (4) foot high concrete walls on three sides. 3. Building 3: a. Location: Unincorporated Clackamas County, Southwest of Woodburn, Oregon. The proposed structure will be an extension of an existing structure to cover a proposed concrete waste storage area. The proposed structure is to have an inside area of 180? by 50? with a 20? clear height inside. The concrete structure is to have a four (4) foot high wall at one end and on one side. 4. Building 4: a. Location: Unincorporated Polk County, southeast of Falls City, Oregon. b. Description: The proposed structure is to have an inside area of 30? by 90? with an 18? clear height inside. A concrete waste storage area is to be constructed under the roof with six (6) foot high walls on three sides. A second concrete waste storage area, having an inside area of 30? by 20? with eight (8) foot high walls, is also to be designed for construction under an existing pole barn building at this same site. Those firms that meet the requirements described and who wish to be considered must submit three (3) copies each of forms SF 254 and SF 255 to Chris Martin, Contract Specialist, by COB Friday, June 18, 2004. Firms responding to this announcement before the closing date will be considered for selection, subject to any limitations indicated with respect to size and geographic location of the firm, specialized technical expertise, or other requirements listed. Selection of firms for negotiation shall be through an order of preference based upon demonstrated competence and qualifications necessary for the satisfactory performance of the type of professional services required. All firms responding to this announcement will be evaluated on the following factors which are shown in descending order of importance. It is recommended that each firm specifically address these items in their submission: 1. Professional capabilities; 2. Specialized experience and technical competence; 3. Capacity to accomplish the work in the required time considering current contract work orders and services being provided to other clients; 4. Past performance on contracts with respect to cost control, quality of work, and compliance with performance schedules; 5. Geographical location in relation to the work assignment and knowledge of the locality of the projects; and 6. Experience with NRCS standards and specifications. The solicitation will result in the award of a single contract. The contract shall be an IDIQ contract, with Task Orders issued thereunder for the individual projects described in a total amount falling in the range between the minimum amount of $1,000 and the not-to-exceed maximum of $20,000.
