- Description
- The Agency for Healthcare Research and Quality (AHRQ) of the U.S. Department of Health and Human Services (DHHS) is soliciting written proposals for a contract to establish, maintain and serve as the Healthcare Information Technology Resource Center (HITRC). The HITRC will support grantees of the AHRQ Healthcare Information Technology (HIT) patient safety RFAs and other HIT projects with a variety of services including: providing technical assistance or consultative support, as appropriate; coordinating the activities of grantees across the HIT RFAs; serving as a repository for best practice assimilation and diffusion; helping develop, maintain and export executable knowledge for clinicians and patients; offering expert HIT support for providers and communities; facilitating communication and sharing of ideas among grantees; performing and sponsoring educational activities; developing and disseminating tools to help providers and organizations utilize HIT to improve patient safety and quality of care in their communities. Also, the HITRC will: coordinate and support statewide and regional IT data interoperability demonstration projects; support electronic health record collaborative efforts among Indian Health Service sites and federally supported health centers; provide recommendations for knowledge representation standards and approaches to support clinical decision making processes and systems; and establish and support a community of practice, workgroups, and other collaborative efforts to facilitate the development of local health information infrastructures. The HITRC will serve as a central link among the grantees of HIT patient safety RFAs and the AHRQ. A key role of the HITRC will be to provide grantees with support on: methods of planning and implementing HIT; determining the benefits and value of HIT; specialized expertise in Rural technical issues; collecting and aggregating research data; use of information technology, networks, connectivity, hardware, software, interoperability and standards; Fiscal expertise; sustainability strategies; use and understanding of research methods (including behavioral and social research methods); methods for addressing issues raised by institutional review boards (including protection of the privacy and confidentiality of patient-level research data); compliance with current HIPAA regulations, and methods its organizations can use to assure that HIT research and project findings and lessons learned are translated into practice. The HITRC will identify, from researchers previously funded by AHRQ and other organizations, the availability of expertise and research tools that could assist AHRQ HIT grantees in planning, implementing and determining the value of healthcare information technology to improve patient safety and both quality and cost of healthcare. The HITRC will extend AHRQ?s in-house capacity by: assisting in planning and logistics for and providing periodic conferences that will involve representatives of all of the HIT patient safety grantees; providing information to support the role of AHRQ project officers in monitoring the progress of projects; disseminating information on project activities and results among the HIT grantees; supporting the development of monographs, papers, and resource materials by the Agency?s Office of Communications and Knowledge Transfer; and designing and implementing, in collaboration with AHRQ, evaluative strategies to support institutional reporting requirements (e.g., Government Performance and Results Act [GPRA] measures) and an assessment of the impact of institutional investments in the HIT patient safety initiative. Sources must have an understanding of and experience in: HIT research for patient safety; clinical, methodological, and management; technical assistance in data collection and analysis as well as methods and metrics; instrument development and selection; performing systematic searches and assessing the quality of scientific literature; effective dissemination and implementation strategies; managing large, complex projects, logistical support, conferences and site visits; development and support of steering committees; working with principal investigators, health professional societies, providers and others; developing and implementing IT standards and solutions appropriate for the healthcare industry; establishing and managing electronic databases and websites and providing user support. Sources must possess, or be able to obtain (in-house or through subcontracting / consulting arrangements) the staff and other resources needed to expeditiously carry out the different types of activities listed. It is anticipated that one award will be made with a period of performance of two years with three option years. It is anticipated that the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Award of contract is expected by September 30, 2004. In addition to the solicitation being available on this site, it will also be available for downloading from the internet on AHRQ?s site at www.ahrq.gov. It is the offerors? responsibility to monitor this site for release of the solicitation, download their own copy of the solicitation, and monitor the site for any subsequent amendments. Since it is not known who is downloading the solicitation, a bidders list will not be available. All responsible sources may submit a proposal which will be evaluated by AHRQ. It is estimated that the solicitation will be issued on or about June 14, 2004, with proposals due July 29, 2004 (45 days after release of solicitation).
