Description
This request for proposal is a design/build, full and open competitive procurement. The procurement will be conducted using source selection procedures and the award will be based on the best value to the Government considering price and non-price fa ctors, which are cited in this announcement and the solicitation. Any resulting contract will be firm-fixed priced. This will be a design build contract with a one-phase selection process. NAICS Code: 237990 with a size standard of $28,500,000. Anticipate d NTP: 11 October 04 with a 365 calendar days period of performance. Offerors are advised that a contract resulting from this solicitation is contingent upon Congressional approval. Should Congress not authorize this project or appropriate the funds, the s olicitation will be cancelled. If the project is cancelled, all proposal preparation costs will be borne by the offeror. If a large business is selected for this contract, the firm must comply with FAR 52.219-9 regarding the requirements for a subcontracti ng plan for that part of the work it intends to subcontract. The FY04 subcontracting goals for this contract are a minimum of 57.2% of the contractor??????s intended subcontract amount be placed with small businesses, 10.0% of that to small disadvantaged b usinesses, 10.0% to woman-owned small businesses, 3.0% to service disabled veteran-owned small business and 3.0% to HUB zone small businesses. The Davis-Bacon Act will apply. All responders are advised that this project may be canceled or revised at anytim e during the solicitation, selection, evaluation, negotiation and final award. All contractors are advised that they must be registered in CCR. Joint ventures must also be registered in CCR as a joint venture. We advise contractors begin this process when they prepare their proposal in order to ensure this registration is in place should they be selected for the award. ??????Lack of registration in the CCR database will make an offeror ineligible for award.?????? (Reference DFAR 252.204-7004, Required Centr al Contractor Registration). PROJECT INFORMATION: This project is intended to design/construct the repair of approximately 2400 linear feet (base items) and 1750 linear feet (optional items) of utilidor systems on Eielson AFB. Repairs include complete rep lacement of sewer, water, steam and steam condensate lines within existing utilidor structures. Work will also include enlargement of some existing manholes, asbestos, abatement, and repair of cracks/leaks to concrete utilidor structure. Place of Performan ce: Eielson AFB, Alaska. Estimated Construction Range: $5,000,000 and $10,000,000. SELECTION CRITERIA: Offerors will be evaluated considering the following factors: Experience, Past Performance, Organization and Management, (weighed equally), Subcontra cting Plan (Large Business only ?????? Acceptable/Unacceptable), Design Narrative, Proposed Equipment, Preliminary Schedule (in descending order of importance), and Price. Price must be reasonable and affordable. The Government considers the non-price eval uation factors to be more important than price.
