Description

DESIGN/BUILD , AGE Complex, Cannon Air Force Base, Curry County, New Mexico. The acquisition is unrestricted, open to both large and small business concerns. NAICS is 236220 (former SIC Code 1542), with a size standard of $28,500,000.00. The magnitud e of construction is between $5,000,000.00 and $10,000,000.00. Bonding will be required for this acquisition. The offerors attention is directed to Section 00100 in the Solicitation for information regarding the tour of the site. Plans will be issued on or about June 18, 2004, with proposals due on or about July 20, 2004. This solicitation will not be issued on paper. Large business firms are required to submit a subcontracting plan with the following minimum goals: 57.2% for small business; 10.0% for small disadvantaged business; 10.0% for women-owned small business; 3.0% for HUBZone small business; and 3.0% for service-disabled veteran-owned small business. WORK CONSISTS of the design and construction of a 5,103 SM Aerospace Ground Equipment (AGE) Complex with shop, covered storage, and open storage areas. The project includes the support area roads, parking areas, pedestrian walkways, sidewalks, site preparation, grading, support utilities, a parking lot, entry drive, landscaping, interior finishes, demol ition of Buildings 191, 193, and 840, including asbestos removal and disposal. The support utilities include connection to an existing oil/water separator, water, electricity, gas, sanitary and storm sewer, and communications/data cable, conduits and coor dination. THE PROJECT will be advertised as a Request for Proposal. Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package. Evaluation by the Government will result in selection of a firm that repres ents the best overall value to the Government. This solicitatio n will be issued using electronic bid sets (EBS) and provided on compact disks-read only (CD-ROM) at no charge to all registered plan holders. Any prospective offeror interested in proposing on this solicitation must register to be placed on the Plan Holde rs List. If you are not registered, the United States Government is not responsible for providing you with notification of any changes to this solicitation. Offerors shall self-register themselves on the Internet. THE REGISTRATION PROCEDURE IS AS FOLLOWS: At the Albuquerque District Contracting Division home page at web site, http://www.spa.usace.army.mil, find Doing Business With Us and click on Advertised Solicitations. On this screen that is entitled, EBS Albuquerque District, click on the solicitation n umber you are interested in. On the following screen, find Solicitation Registration, and click on Register For This Solicitation. If you have not previously registered, click on New User and follow the instructions for Login Information. This will require you to establish a user name and password. The same user name and password may be used to register for other projects in the system without having to repeat the entire registration process. When you register for the Plan Holders List, please complete all requested information. After completing the registration process for this solicitation, verify that your firms name appears on the associated Plan Holders List. All offerors should check the Albuquerque District Contracting Division website daily for notif ication of any changes to this solicitation, including amendments.
