- This is not a Solicitation Announcement. This is a Sources Sought Synopsis Only. The purpose of this Sources Sought Announcement synopsis is to gain knowledge of potentially qualified firms under (NAICS) classification 335999, 334419 and or 333399. Responses to this Sources Sought Synopsis will be used by the Government to make appropriate acquisition decisions after review of responses to this Sources Sought Synopsis. If the Government proceeds with an acquisition, a solicitation announcement will b e published on the Federal Business Opportunities Website. This Sources Sought Notice is seeking information on businesses that can provide an active stereoscopic 3-D video system. The creation of a computer supported collaborative environment (large displ ay screens, video wall controller, software, matrix switching, video conferencing, an audio system, and other peripheral equipment and supplies that will provide services such as integrated desktop conferencing, and shared applications). INSCOM is seeking information on design configuration, procurement, installation, training and a service agreement for the creation and application of a place-based virtual collaboration environment for distributed analysis and collaborative planning in mission critical en vironments for intelligence and defense. The system will be installed at the Nolan Building at Fort Belvoir, Virginia. The project will require Installation of 15 floor boxes, 3-workstation switching systems and the proposed design system. Government resources will provide a certified electrician to wire the power to the systems distribution box, plus all cabling and powe r interfacing up to the distribution box. Vendor will install, align, and test the system and the 3-workstation switching systems. The system will be designed and built to permit disassembly and portability. The system display capability will support mu ltiple applications. The system will include the twelve (12) system resolution alignments, which include the DVD/VCR, and ten workstation PC alignments (one stereo and one mono per PC). A dedicated system for collaborative visualization, analysis and decision-making; using specially designed software that can simultaneously display various types of large data sets on multiple displays. Key relationships between these data become intuitive ly apparent in stereoscopic 3D on a large central screen. Additional information should be displayed on large LCD panels and monitors alongside the central screen. Todays information systems provide massive volumes of raw data. We need a tool for visualizing and analyzing this multifaceted data. Using a collaborative virtual reality environment with 3D reproduction of a real high risk dynamic environment combines wit h the complexity of the communication demands made on INSCOM team members to create high levels of cognitive load with opportunities for highly situated decision making. All data received in response to this announcement marked or designated, as corporate or proprietary information will be protected from release outside the Government in accordance with the Freedom of Information Act and Privacy Act provisions. This is NOT a Request for Proposal (RFP), Invitation for Bid (IFB), or an announcement of a solicitation, and no solicitation package exists at this time. The sources sought announcement is requested for informational purposes only. It is a market research tool being used to determine potential and eligible firms capable of performing the services described above. Availability of any formal solicitation will be announced separately. The Government will not pay for any materials provided in response to this synopsis an d submittals will not be returned to the sender. For reference in responding to this notice, the Government has evaluated the BARCO Virtual Collaboration, Analysis & Decision (VCAD) system. Capability statements should address how your company can provide an integrated turnkey s olution to meet the above described areas and should not exceed five (5) pages.
