Description
STATEMENT OF WORK FOR MOVEMENT OF F-15 FROM SHEPPARD AFB TX to PENSACOLA FL 1. PROGRAM SCOPE: This Statement of Work (SOW) establishes the minimum work requirements to relocate F-15 GITA (Ground Instructional Training Aircraft) # 77-0085 from Sheppard AFB, TX, to NAS Pensacola, FL. 2. PROGRAMS OBJECTIVES: Using best maintenance practices, disassemble, ship, and reassemble an F-15 GITA that will be used as a Non-Destructive Inspection (NDI) maintenance trainer. The USAF will: a. Provide a suitable disassembly and reassembly site. b. Will remove all pyrotechnic devices prior to delivery. c. Provide an on-site supervisor if requested. The Contractor will: a. Perform all work using established commercial methods for moving aircraft. b. Comply with all USAF and EPA regulations for disposal of fluids, if any. c. Plug and bag all lines and fittings that may contain residual fluids. d. Ensure that the aircraft structural integrity is maintained. e. Provide all labor, materials, and equipment necessary for movement of aircraft. f. Build any special jigs or necessary fixtures to secure parts or shipment. g. Will disassemble aircraft in transportable section as necessary for movement or ground transportation. h. Rivets are expendable, nuts and bolts and hardware should be preserved and kept with related assemblies. The Contractor will not: a. Cut any structural members without the specific approval of the on-site supervisor. 3. TECHNICAL EVALUATIONS: All offerors will submit a proposed technical plan demonstrating how they will disassembly, package and crate, and reassemble for technical review. Technical plan will be evaluated for feasibility, timeliness, and compliance with best maintenance standards. DISASSEMBLY OBJECTIVES: a. Disassembly of F-15 GITA will be performed to the extent necessary for ground shipment purposes. b. Airframe components will be disassembled at factory bulkheads and separation points. Flight control linkages, wiring harnesses, fuel lines, hydraulic lines, will be disconnected using standard maintenance procedures and will be capped. c. Cutting, sawing, torching or any action that prevents or hinders airframe reassembly or system operation is not permitted. PACKING AND CRATING, AND SHIPPING OBJECTIVES: a. To prevent damage disassembled F-15 will be packaged and crated for shipment IAW (IN ACCORDANCE WITH) best commercial practices. b. Provide all required permits for ground transportation. c. Use air-ride trailers or equivalent to transport F-15 GITA. d. GITA may contain hazardous material residue. Transport GITA IAW CFR 49 and applicable regulations. REASSEMBLY OBJECTIVE: a. Re-assembly of F-15 GITA will be performed to the extent necessary to restore GITA to fully assembled pre-location condition. b. Ensure airframe and system integrity IAW best maintenance practices. c. Provide standby support while qualified maintenance team performs operational checks, to verify re-assembly. 4. DELIVERY OBJECTIVE: Delivery of F-15 GITA will take place in two separate phases: Phase One: Disassemble, pack and crate, and transport F-15 GITA from Sheppard AFB, TX. and deliver to 361st TRS, 230 Chevalier Field Ave., ( Building 3460 Chevalier Hall), NAS, Pensacola, FL. Phase Two: Unpack and uncrate, and reassemble GITA at location. Proposals are due 7 June 2004 at 4:30PM local time.
