Description

Description of work as follows: The contractor shall furnish all plant, labor, equipment, materials, and supervision necessary to complete JFSD 977115, JFSD 977115P2, and JFSD 977115P3, Repair I/I Sanitary Sewer - MFH - Ph1, Ph2, and Ph3 in strict accordance with the Technical Provisions and Drawings. Project includes installation of cured in place pipe and possible spot replacement of existing sanitary sewer lines. Work also includes repair and replacement of manholes, castings, and lids to fix the infiltration and inflow problem with sanitary sewers in the Military Family Housing Areas at Grand Forks AFB. Award will be made using Past Performance Trade-Off (PPTO) procedures, resulting in the best value to the government. Both price and past performance will be evaluating factors when making the award. Magnitude of this project is between $1,000,000 and $5,000,000. Estimated construction time is 45 days for the basic items and 30 additional days for each phase option (2 phase options). The North American Industry Classification Code (NAICS) for this project is 237110. The government is considering whether or not to set aside this acquisition for HUBZone concerns only or Service-Disabled Veteran-Owned Small Business concern. (SDVOSB). If you are a either a HUBZone firm or a SDVOSB firm interested in this project and reasonably expect to submit a proposal, please respond by e-mail to jeremiah.snedker@grandforks.af.mil. Your response must include a positive statement of your remaining bonding capacity, list of similar jobs involving repair of sanitary sewer lines completed within the last three years including references and all contracts now in progress. Your response must be complete and include this information; otherwise the government will assume a reasonable offer by your firm will not be expected. Your response is requested by 10 Jun 04. If you do not reply by this date, we will assume you are not interested in this project. Depending on responses from HUBZone and SDVOSB concerns, this acquisition will either be a HUBZone set-aside, SDVOSB set-aside or an unrestricted acquisition. Once issued, offerors must review the solicitation to determine offer eligibility. All responsible sources may submit a proposal, which shall be considered by the agency. All prospective offerors are required to be registered in the Central Contracting Registration (CCR) database or their proposal will not be considered for award. More information regarding the CCR database can be found at http://www.ccr.gov. No paper copies of the solicitation will be issued. The solicitation will be available for viewing and downloading on the Government Electronic Posting System (EPS) at www.eps.gov. NOTICE TO OFFERORS: FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS PROJECT. NO AWARD WILL BE MADE UNDER THE UPCOMING SOLICITATION UNTIL FUNDS ARE AVAILABLE.
