Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the NSWC Division Crane. This requirement is for containers, shipping and storage, signal kit, in accordance with Automated Data List (ADL) 53711-7058002, associated drawings, specifications, and cdrls to be provided in the solicitation package. The Government requires a quantity of 25 first article units and will purchase production units on a Cost As An Independent Variable basis, with $430,065 available. Contractors must be registere d with the Central Contractor Registration database and must be certified under the Joint Certification Program in order to receive the technical package. This acquisition will not be restricted. All sources will be considered. Acceptance tests shall be conducted at the contractor’s facility and witnessed by Government representatives, with final acceptance at destination by NSWC Crane. Delivery is required F.O.B. destination. First article units are due to be tested at the contractor’s facility within 90 days after contract award, with the first article test report due 30 days after testing. After acceptance of the first article units, the contractor shall have 120 days to manufacture one lot of containers, with the test report due 30 days after lot testing. After the Government accepts the first article and production test reports, the Government must receive the units within 30 days of Government notification of acceptance. The Government intends to award to the responsible contractor whose offer is the best value to the Government considering past performance and price related factors. The solicitation will be available on or about 29 June 2004 at the following address: http://www.crane.navy.mil/supply/announce.htm. All changes to the requirement that occur prior to the closing date will be posted to Crane web site, FedBizOpps and NECO. It is the responsibility of interested vendors to monitor the Crane web site, FedBizOpps and NECO. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for futu re discussions and/or award. “No hard copies of the solicitation will be mailed”.
