- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce On Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. Description. The Naval Surface Warfare Center Dahlgren Division (NSWCDD) intends to purchase a Network Test Chassis and Software on a sole source basis from IXIA, 26601 West Agoura Road, Calabasas, CA 91302. The equipment will be used to test and evaluate the effect of IPv6 upon shipboard systems that have strict requirements, such as combat systems. IXIA components are the only items meeting the need for analyzing and generating real world IPv6 traffic from both computer end stations and the test equipment and able to collect performance information regarding this traffic. The required items and quantities are: MDL IXIA 400T 4 Slot Chassis Including PC & IxExplorer Software and Tcl Script RFC (1 EA), MDL LM1000STXS4 4 Port Dual PHY (RJ45 and SFP) 10/100/1000 Mbps Ethernet Load Module with Full Feature support and excluding SFP transceivers (1 EA), MDL 920-0001 IxChariot 5.0 10 Pairs including 12 months maintenance (1 EA). Required delivery is within 30 days after date of order under F.O.B. Destination terms. Any offered alternatives must as a minimum provide capability to analyze and generate real world IPv6 traffic from both computer end stations and the test equipment and be able to collect performance information regarding this traffic. THIS ANNOUNCEMENT CONSTITUTES TH E ONLY REQUEST FOR QUOTATION, AS ALL ITEMS ARE SPECIFIED UNDER THIS NOTICE. SUBMIT FAXED, SIGNED AND DATED QUOTATIONS NLT 2:00 P.M, 14 JUNE 2004 to 540-653-6810. IT IS THE OFFEROR’S RESPONSIBILITY TO ASSURE THAT THE QUOTE IS RECEIVED TIMELY AND THAT IT IS LEGIBLE AND COMPLETE. AS A MINIMUM, QUOTATIONS MUST INCLUDE: (1) Reference to Request For Quote #N00178-04-Q-3041, (2) The quoter’s name, address, point of contact, phone number and email address, (3) Clear identification of offered products manufacturer, model numbers, quantities and prices for each offered item, (4) The offered delivery and (5) Descriptive literature for any/all non-IXIA offered products/items (NTE 6 pages), which clearly addresses the above minimum specifications. QUOTES FAILING TO SUBMIT THE ABOVE INFORMATION MAY BE EXCLUDED FROM CONSIDERATION. All responsible sources may submit a proposal to NSWCDD, Bldg 183, Room 106, Code XDS13, 17320 Dahlgren Road, Dahlgren, VA 22448-5100, which shall be considered by the Agency. Award is to be made under Simplified Acquisition Procedures. See Note 22. Closing time and date is 2:00 P.M. 14 JUNE 2004.
