Description
The Naval Surface Warfare Center, Panama City (NSWC-PC) intends to award a sole source simplified acquisition to BAE Systems, Inc. of 1 Hazeltine Way, Greenlawn, NY 11740 for conduct of an engineering analysis to develop modifications to the AN/VRC-99B(C) radio system used for line-of-sight (LOS) command and control of the AN/WLD-1(V)1 Remote Minehunting System (RMS) to use one set of antennas for at least two radio inputs. Considerations for expanding sharing of radios of up to four units are also a part of the analysis. This acquisition is unsuitable for full and open competition for the following reasons. Conduct of this engineering analysis requires an in-depth and unique knowledge of the AN/VRC-99B(C) radio system. The AN/VRC-99B(C) radio, manufactured by BAE Systems, was competitively chosen at the beginning of the RMS development program by the prime development contracto r and the data link subsystem (DLS) was subsequently designed and tested around it for LOS operations. BAE Systems, as the sole original equipment manufacturer (OEM), has the unique insight into the radio design required to successfully complete this analysis within the required timeframe. Use of any other source would result in significant duplication of cost as well as an unacceptable delay in the program schedule.
