- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THIS SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation (FAR), Federal Acquisition Circular 2001-23*** The associated North American Industrial Classification System (NAICS) code for this procurement is 339111 with a small business size standard of 500 employees. This acquisition is unrestricted and all interested offerors may submit a quote. The National Institute of Standards and Technology (NIST) has a requirement for one (1) Simultaneous Thermal Analyzer (STA) 1000 system and (1) Differential Scanning Calorimeter (DSC) manufactured by Instrument Specialists or equivalent, and accessories. This STA and differential scanning calorimeter (DSC) must allow for the measurement of heat capacities and enthalpies associated with phase transitions and chemical reactions including the gasification of small (approx. 1.0 mg - approx. 1 g) samples of experimental and commodity materials. We require a STA that operates over a temperature range from ambient to approximately 1000 degrees C and a DSC with a temperature range from ambient (or colder) to about 700 degrees C. Both instruments should be able to accommodate heating rates from about 0.1 ¡V 100 degrees C per minute. The sensitivity of the STA should be less than about 5 ƒÝ W (5 x10-6 Watts) and the noise level of the DSC should be on the order of 0.5 ƒÝ W. The system must include a sample press and data acquisition system with software for displaying and saving time versus temperature (for both STA and DSC) and mass-loss (STA) profiles. ** All interested offerors shall provide a quote for the following systems and accessories: Line Item 0001 STA 1000 System including: Infinity Pro Thermal Analysis Software, STA Module, and Temperature Controller; Line Item 0002 DSC System including: Infinity PRO Thermal Analysis Software, DSC Module with Cell, and Temperature Controller; Line Item 0003 DSC Heat Capacity Software; Line Item 0004 DSC Universal Sample Press including Hermetic Die Ser, Crimping Die Set; Line Item 0005 Thermal Analysis Windows Based Computer System; and Line Item 0006 Ink Jet Printer. ***Delivery - FOB Destination.
